BACKGROUND •R ' •
The Grand Opening Ceremony for the Communities Activities Center was October 14,
1996. Since the facility has been open to the public, staff has developed rules regarding
membership and guest use of the facility. Staff discussed these basic rules prior to
opening the facility in October of 1996. Staff met with the Council Facilities Committee
on January 18`h to discuss adopting several of these rules as policies to give staff
direction. Staff also met with the Parks & Recreation Advisory Board on February 17th
