SUBJECT: RENEWAL OF AWARD OF BID #9153, POLICE UNIFORMS
(ANNUAL CONTRACT)
RECOMMENDATION:
City Council to consider renewal of a contract for the lowest and best bid meeting City
specifications for Police Uniforms to Skaggs Public Safety Uniforms Company. A bid
tabulation is attached. Annual contract expenditures will be limited to the annual
budgeted amount shown below.

100-42220-209-2 Police/Uniform Operations/Clothing Supplies ................$80,000.00
BACKGROUND:
Bids were initially presented to Council and awarded to Skaggs Public Safety Uniforms
Company on March 23, 1999 (see attached agenda memo). The original bid allows for
renewal of the contract on an annual basis for two additional one-year periods. The
original contract pricing will be held during the renewal period. This is the first renewal
for this contract. This vendor has successfully performed this service to the City and it is
recommended that an award be made to Skaggs for the first renewal period.

Sample uniforms were requested from Uniforms, Inc. and Skaggs Public Safety Uniforms. Iva)
The Police Department examined each of the sample uniforms. It was determined that the
uniform from Uniforms, Inc. did not meet the requested specifications in the following
manner:
• The uniform did not contain moisture wicking interwoven material that provides
moisture protection.
• The uniform contained numerous workmanship flaws such as unfinished edges,
puckering caused by stitching errors, uneven clasp alignment, uneven interior seams,
non-matching exterior seams, and loose seam stitching.
• The ultra Jacket front pocket closures were secured with snaps rather than the
requested Velcro. The zipper was a one way closure only rather than two way as
requested and the jacket had thinsulate lining rather than the requested primaloft lining.
It is recommend that the award be made to Skaggs Public Safety Uniform Company which
is the lowest bid meeting all specifications.
Staff Recommends approval.
