RELATIVE TO LANDSCAPING ISLANDS AND SECTION 56 PARKING
REGULATIONS RELATIVE TO PARKING FOR APARTMENT
COMPLEXES
RECOMMENDATION
Staff recommends the Planning and Zoning Commission consider the request by Mr.
Jerry Stone of Duke Incorporated to amend Section 53, Landscaping Regulations
relative to the placement of landscaping islands and Section 56, Parking Regulations
relative to parking requirements for apartment complexes, and take any action
necessary.
BACKGROUND INFORMATION
Conditional Use Permit request CU98-15 (Ord. 98-55) for a 392 -unit apartment complex
located generally north and east of the intersection of Grapevine Mills Circle and
Grapevine Mills Boulevard North (Cross Creek at Grapevine Ranch) was approved May
5, 1998. A subsequent revision to place canopies in the parking area was considered
and approved on December 7, 1999 (CU99-58; Ord. 99-173). During the building
inspection process it was discovered that a number of landscape islands which were
part of the approved landscape plan, were not provided on site. In addition, it was
determined that not all of the required parking was provided for on site. The project
superintendent believed that there was some "leeway" in these areas particularly when
an effort was being made to save existing trees.
Section 53, Landscaping Regulations requires that a landscaping island (minimum 9 -
feet by 18 -feet) be provided at the ends of all rows of parking and after every 12 -
spaces. Each island must contain one tree. A survey of the site reveals that 18
landscaping islands are not provided for on site. Section 56, Parking Regulations
requires that 2.5 parking spaces be provided for every apartment unit. With a unit count
of 392 -units, this complex requires 980 -parking spaces. Parking provided on site at this
time is 958 -parking spaces -22 spaces below the minimum required by ordinance.
Mr. Stone has provided a graphic showing the extent of the changes made to the
parking area/landscaping islands and a parking study conducted by Kimley-Horn as it
relates to parking for existing apartment complexes in Grapevine. He is requesting that
the Planning and Zoning Commission authorize staff to draft changes to Section 53, and

tr Section 56 such that a mechanism can be provided for the Planning and Zoning
Commission and the City Council to consider the modifications made to the site plan
associated with this apartment project. See the attached graphic and letter.

Duke, Inc requests the City of Grapevine (CoG) Planning and Zoning Commission to
draft possible variances to landscape and parking standards as they relate to this
project.
As we are drawing this project to a close, it was brought to our attention that we had
violated codes in Section 56, Landscaping, and Section 59, Parking. Please understand
that we unwittingly committed this mistake in an attempt to save as many on-site
existing trees as possible (see enclosed photos).
The project superintendent eliminated certain parking spaces in an effort to provide
enough space to ensure viable living conditions for the identified trees. Additionally, he
eliminated certain landscape islands in the parking plan to make up for the lost parking
spaces. Thus he created two problems: a small shortage of parking spaces under the
current required ratio and a few parking rows that exceed 12 spaces in number. He
based these decisions on an apparent misunderstanding concerning trees and paving
during the pre -construction meeting held in the fall of 1998.
I have enclosed site plans that show an as -built detail imposed over the original site
plan for Cross Creek. With current paving we have 958 (2.44:1) of the required 980
parking spaces for 392 units (2.5:1). 1 have also attached a parking study we
commissioned from Kimley-Horn prior to the original platting of Cross Creek that
reflects an accurate portrayal of used parking at surrounding apartment complexes.
Note the actual utilization. I believe that the existing parking is more than sufficient.

Additionally, I feel that the existing trees we saved more than make up for the lost
landscaping islands in terms of Cross Creek's natural beauty. We have spent almost
$30,000 in retaining walls as well as additional landscaping and irrigation to preserve
them. I hope there existence remains intact.
