PROPERTY LOCATION AND SIZE:
The subject property is located at 711 East Wall
Street and is proposed to be platted as Block 1, Lot
1, Martha’s Vineyard. The site contains 0.225 acre
and has approximately 66.27 feet of frontage along
East Wall Street.
REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting to rezone 0.225 acre from “HC”, Highway Commercial District to
“R-7.5”, Single-Family District to construct a new single-family residential dwelling.
The applicant intends to construct a new 3,787 square foot single-family detached
residence on the property.
PRESENT ZONING AND USE:
The property is currently zoned “HC”, Highway Commercial District and is currently vacant.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was zoned “C-2”, Community Business District prior to the 1984 City-
wide Rezoning. In 2022, the original single-family residential dwelling and accessory
structure were demolished.

SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “HC”, Highway Commercial District – Blessed Roofing Company
SOUTH: “R-MF-2”, Multifamily District – Timberline Condominiums
EAST: “R-7.5”, Single-Family District – Single-family residences (GHH
Addition)
WEST: “R-5.0”, Single-Family District – Single-family residences (K Palms
Addition)
AIRPORT IMPACT:
The subject tract is located within “Zone A” Zone of Minimal Effect as defined on the
“Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs” Map. Few activities
will be affected by aircraft sounds in “Zone A” except for sound sensitive activities such as
auditoriums, churches, schools, hospitals, and theaters. The applicant’s proposal is an
appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property
as Commercial (CO) land use. The applicant’s proposal is not compliant with the Master
Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates this portion of East Wall Street as a Type F Collector
with a minimum of 60-foot right-of-way developed as four lanes.
