Public Hearing to obtain input from the public in reference to the revised Agency's Admissions & Continued Occupancy Policy, -Year Capital Action Plan for - , Dwelling Lease, and Agency Policies CALL TO ORDER EXECUTIVE 2. Commissioners to recess to the Housing Authority Conference Room to conduct closed session relative to update the Board of Commissioners regarding pending investigation (Galutza v. Grapevine Housing Authority case number 5 - ), pursuant to Section 551.071, Texas Government Code. REGULAR MEETING CITIZEN COMMENTS 3. Consideration of Resolution No. 23-11 to approve the Agency's revised 2022 and 2023 Annual Plans, Dwelling Lease, Admissions and Continued Occupancy Policy, and other Addendums and policies. 74 Consideration and acceptance of the October and November 2023, monthly financial statements and take necessary action. State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Executive and Regular Sessions on this the 28th day of December 2023, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place,with the following members present to wit: Linda Troeger Chair Bonnie McHugh Vice Chair/Finance Teri Rhodes-Cantu Commissioner Bruce Woodward Commissioner Ron Moxom Resident Commissioner Constituting a quorum,with the following also present: Duff O'Dell City Council Liaison Jane Everett Executive Director PUBLIC HEARING Chair Troeger opened the Public Hearing at 4:00 Item#1 -Public Hearing to obtain input from the public in reference to the Agency's revised 2022 and 2023 Annual Plans, Dwelling Lease,Admissions and Continued Occupancy Policy,and other Addendums and other policies. No citizens or residents spoke at the public hearing. Public Hearing closed 4:01 Item#2-EXECUTIVE MEETING Chair Troeger announced the Board of Commissioners would recess to the Grapevine Housing Authority conference room to conduct a closed session regarding: Consultation with and legal advice regarding pending investigation (Galutza v. Grapevine Housing Authority case number TWCCRD#2200853-HU), pursuant to Section 551.071,Texas Government Code. The Board of Commissioners recessed to the Housing Authority Conference Room and began the closed session at 4:01 p.m. The closed session ended at 4:08 p.m. NO ACTION TAKEN REGULAR MEETING Chair Troeger called the regular meeting to order at 4:08 p.m. Item#3- Citizen Comments No Citizen comments submitted. Item#4- Report of the Executive Director(Informational Only) A. Rent Delinquency and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units,work orders and statistical information for the waiting list for Public Housing through December 22,2023. B. Capital Funds Report and Work in Progress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. C. Report of Public Housing Activity and Issues The Executive Director provided an update to the Board on the results of the annual Third Party inspection that was performed on December 14&15,2023. NEW BUSINESS Item#5-Consideration of the minutes from the November 9.2023 meeting and take any necessary action. The Board was provided the minutes from the November 9, 2023, meeting for approval. Commissioner Woodward moved and Commissioner Rhodes-Cantu seconded to accept November 9,2023, minutes as presented. Ayes: Troeger, Rhodes-Cantu, McHugh,Woodward and Moxom Nays: None Motion passed: 5-0 Item#6-Consideration of Resolution No.23-11 to approve the Agency's revised 2022 and 2023 Annual Plans, Dwelling Lease.Admissions and Continued Occupancy Policy,and other Addendums and policies. The Executive Director presented the changes to the Agency's revised 2022 and 2023 Annual Plans, Dwelling Lease, Admissions and Continued Occupancy Policy,and other Addendums and policies. Commissioner McHugh moved and Commissioner Moxom seconded to approve Resolution No.23-11 to approve the Agency's revised 2022 and 2023 Annual Plans, Dwelling Lease,Admissions and Continued Occupancy Policy,and other Addendums and policies. Ayes: Troeger, Rhodes-Cantu, McHugh,Woodward and Moxom Nays: None Motion passed: 5-0 Item#7-Consideration and acceptance of the October and November 2023, monthly financial statements and take necessary action. The Executive Director presented the Board with an electronic copy of the October 2023 financial statements for their review. The November financial statements were not ready for review and approval. Commissioner Woodward moved and Commissioner Moxom seconded to approve the October 2023 financial statements. Ayes: Troeger, Rhodes-Cantu, McHugh,Woodward and Moxom Nays: None Motion passed: 5-0 ADJOURNMENT Commissioner McHugh moved and Commissioner Rhodes-Cantu seconded that the meeting be adjourned.
