PRELUMINARY PLAT
LOTS 1 — 23, BLOCK 1, LOTS 1 — 14, BLOCK 2,
LOTS 1 — 13, BLOCK 3, CANNON HOMESTEAD
I. GENERAL:
1 Mr. Kosse Maykus, the applicant, is platting this site for single-family
development.
2. This 28.146 acre site is located in Northwest Grapevine on Foxfire Lane.
3. The site is currently developed with an older single family home.
11. STREET SYSTEM:
1 This site has access to Foxfire Lane, a bar ditch roadway section, which
connects to Lonesome Dove Road at the City's common boundary with
Southlake. Foxfire Lane is not on the City's Master Thoroughfare Plan and
no improvements will be made to this road with this development.
2. The developer is proposing two street connections to Foxfire Lane and the
internal street system will provide access to the proposed lots.
111. STORM DRAINAGE SYSTEM:
1 There are two culverts under Foxfire Lane which receive runoff from this
property. The two drainage basins flow across private property and then into
Lake Grapevine.
2. This site drains to the northeast and southeast portion of the property.
3. The developer will be required to design for on site and off site drainage in
accordance with the City of Grapevine Code of Ordinances.
IV. WATER SYSTEM:
1 There is an existing 8" waterline along Foxfire Lane and the southern
boundary of the proposed development.
2. The developer is proposing to tie to the existing 8" main and loop an internal
system within the proposed development. Also, an 8" main will be extended
north along Foxfire Lane to the northern limits of the developers property.
3. The developer will be required to construct a water distribution system that
is adequate to serve the development of this site.
V. SANITARY SEWER SYSTEM:
1 There is an existing 8" sanitary sewer system line in Kimball Road which
connects to the Kimball Road Lift Station.
2. The developer is proposing to provide internal sanitary sewer mains to serve
the proposed development. Also, the developer will participate in a regional
sanitary sewer system which will serve this Northwest segment of town and
tie to the Kimball Road Lift Station.
3. The proposed sanitary sewer collection system is designed to be adequate
to serve the development of this site and the rest of the area.
VI. MISCELLANEOUS:
1. Water and Wastewater Impact Fees are due prior to the release of Building
Permits. (Present Fee is $1,626.00 per lot)
2. Open Space Fees are due in the amount of $53,550.00. (50 lots @
$1,071.00)
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way required to be dedicated for
streets, utilities, drainage and other municipal needs and services are
consistent with the City's ordinances and master plan, are reasonable and
are connected to the proposed project in the following manner:
1. The proposed utility easements are necessary to provide public and
franchised utilities to serve these lots.
2. The proposed right-of-way dedications are necessary to provide a
street system to serve the access and traffic circulation needs of the
development.
B. The City further finds that the required dedication is related both in nature and
extent to the impact of the proposed development as follows:
1. The proposed utility easements are consistent with the City's policy
of easement dedication along property lines where public and
franchised utilities would be located.
2. The proposed right-of-way dedications are in accordance with the City
of Grapevine Code of Ordinances concerning subdivision
development.
3. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
VIII. RECOMMENDATION:
1. The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission) approve the
Statement of Findings and the Preliminary Plat Application of Cannon
Homestead."
