SUBJECT: RESOLUTION AUTHORIZING THE DESIGNATION OF THE
TARRANT COUNTY JUVENILE SERVICES AS THE RECIPIENT
OF FUNDS ALLOCATED FROM THE JUVENILE
ACCOUNTABILITY INCENTIVE BLOCK GRANT
RECOMMENDATION:
City Council to approve a resolution authorizing the designation of the Tarrant County
Juvenile Services as the recipient of funds allocated for the City of Grapevine from the
Juvenile Accountability Incentive Block Grant.
FUNDING SOURCE:
Funds in the amount of $16,162 are available from a grant administered by the Criminal
Justice Division of the Governor's Office.
BACKGROUND:
The Juvenile Accountability Incentive Block Grant Program, through the Criminal Justice
Division of the Governor's Office, has allocated $16,162 for the City of Grapevine to be
utilized for specific juvenile justice programs.
The City of Grapevine, in conjunction with other Tarrant County entities, proposes that
our allocated funds be combined and assigned to Tarrant County Juvenile Services
(TCJS). This will be the second year we have passed our funds on to TCJS. Other
participating jurisdictions include the Cities of Fort Worth, Euless, Benbrook, Bedford,
Arlington, White Settlement, North Richland Hills, Hurst and Haltom City. TCJS, acting
through a coalition of public entities and community providers, proposes to utilize this
funding to improve the identification, prosecution, supervision, and treatment of juvenile
offenders referred by law enforcement agencies within Tarrant County. These funds will
be used to support the following programs:

1. To continue to fund a residential treatment component for juvenile sex
offenders who require a greater level of restriction and intensity, in
accordance with accountability -based sanctions;
2. To provide individualized assessment, offense -specific diagnostic and
disposition recommendations for juvenile sex offenders, in order to aid the
juvenile court in holding offenders accountable and to reduce recidivism
through ordering appropriate supervision and treatment of juvenile sex
offenders, including removal from home and placement in specialized
residential treatment.
3. To develop and contract for a countywide juvenile First Offender Program.
This program will provide counseling with the juvenile and the family in an
effort to prevent repeat offenders;
4. To provide support funding for an existing juvenile drug court. This will
help to address the causes of drug abuse and provide treatment for minor
drug violators before the juvenile progresses to more serious problems;
and
5. To assume the cost of correctional personnel performing mandatory
juvenile fingerprinting operations as required in the Texas Family Code.
The City of Grapevine will not be obligated financially to these proposed programs.
Tarrant County will provide all matching funds required to obtain these grants. Assistant
Chief Eddie Salame will remain on the Board of Directors.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS DESIGNATING TARRANT COUNTY
JUVENILE SERVICES AS THE RECIPIENT OF FUNDS
ALLOCATED FROM THE JUVENILE ACCOUNTABILITY
INCENTIVE BLOCK GRANT; APPOINTING A MEMBER TO
THE TARRANT COUNTY/ FORT WORTH JUVENILE
CRIME ENFORCEMENT COALITION AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas has reviewed the Juvenile
Accountability Incentive Block Grant; and
WHEREAS, it has been decided that the City of Grapevine would like to
designate Tarrant County Juvenile Services as the intended recipient of the allocated
amount.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the City of Grapevine waives the right to apply for the Juvenile
Accountability Incentive Block Grant.
Section 2. That the City of Grapevine requests that Tarrant County Juvenile
Services receive these funds.
Section 3. That the City of Grapevine names Assistant Chief Eddie Salame to
serve as a member of the Tarrant County/Fort Worth Juvenile Crime Enforcement
Coalition.
Section 4. That this resolution shall take effect immediately.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 18th day of April, 2000.
