AWARD OF BID NUMBER 49-200 - CONSTRUCTION OF
PHASE I BOTANICAL GARDENS AT HERITAGE PARK
City Council to consider an award to Randall and Blake, Inc. as the lowest and best bid
meeting City specifications for the construction of Phase I of the Botanical Gardens at
Heritage Park in the amount of $98,338. A bid tabulation is attached for review.

Phase 1 of the Botanical Gardens at Heritage Park includes the development of the
"Great Lawn" area that is between the existing play equipment in the park and the
Bessie Mitchell Meeting Facility. Additionally, the improvements include the demolition
and removal of existing sidewalks, construction of new sidewalks, electrical and irrigation
improvements, and sod.
The City Council has approved a total of $75,000 for the Phase 1 portion of the project.
However, as a result of changes to project design during development of plans and
specifications, the amount needed for the project has increased to $98,338. Those
changes include an increase in the amount of square footage of sidewalks, the use of
Zoysia sod (because it grows better in shaded areas), and the addition of more electrical
conduit to provide for lighting and pumping at ponds.
In addition, the Staff recommends several add alternates to the project. These include
the demolition and removal of the existing sidewalks, class 1 tree pruning and color bed

planting. Staff recommends the additional funding to cover the project and the add
alternates be allocated from savings from other park projects and from the Professional
Services account in Parks Maintenance.
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021, 252.0215, and 252.022. This bid was advertised in the Fort Worth
Star Telegram and the Grapevine Sun on March 16, 2000 and March 23, 2000.
