New lines will transport water from the City's January 3, 2001 9:18AM TRA delivery point in south Grapevine to the north part of the City. In combination with the recently constructed 20" line across the new middle school site and another new line extending north through the City Service Center, this project will provide significantly increased capacity from the south end of Grapevine to the new elevated storage tank currently under design at the Service Center. This project will include construction along William D. Tate Ave., South Ball Street, Hudgins Street, Bellaire Drive, Scribner Street, and Wall Street to Northwest Highway. Nine bids were received ranging from a low of $ 2,576,520 to a high of $ 5,146,869. Please note that the bid totals shown above with an *" indicate a revised total, due to found mathematical errors in the bid proposals. None of the errors are significant in amount, and did not change the relative ranking of the total bid amounts. Circle `'C" Construction Company submitted the apparent low bid. The bid was properly submitted without anv exceptions or additional statements. One addendum was acknowledged on the proposal. References provided by the apparent low bidder were contacted but to date, have not responded. APAI is familiar one project in which Circle "C" was the contractor and consider their performance on that project satisfacton-. We. therefore, recommend award of the FY 2000 North-South Transmission Line project to Circle '-C'* Construction Company in the amount of $2,76,520. This project is contracted for all items to be substantially complete by 180 days after the date when contract times commence to run, except that work located south of Hall -Johnson Road will be substantially complete by 210 days. Contract times commence on the 30`x' day after the effective date of the Agreement, or on the day indicated in the Notice to Proceed. At the conclusion of this project, the City's transmission capacity for TRA -supplied potable water will be greatly increased.
