HomeMy WebLinkAboutWS Item 03 - Section 60 Appendix DWKITEM 0..i2----= MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER` OI / MEETING DATE: JANUARY 16, 2001 SUBJECT: SECTION 60, SIGN REGULATIONS, APPENDIX D, GRAPEVINE COMPREHENSIVE ZONING ORDINANCE RELATIVE TO HISTORIC SIGNAGE RECOMMENDATION: City Council to consider amendments to Section 60, Sign Regulations, Appendix D, Grapevine Comprehensive Zoning Ordinance relative to historic signage, and take any necessary action. BACKGROUND: Phil Parker recently made application to replace the existing projecting signage on the front of his building with a historic replica of the "Willhoite's Garage" sign for his restaurant on Main Street. -Since the sign did not meet the requirements of Section 60, Sign Regulations, Mr. Parker made application to go before the Board of Zoning Adjustment for special exception to allow the historic signage to be placed on the building. The Board of Zoning Adjustment ruled that there was no hardship or special exception, therefore the variance was not granted. As part of the restoration of the Palace Theatre, there are plans to replace the historic sign on the front of the Buckner building with a replica of the "Buckner Grocery Store" sign. This sign would also not meet the requirements of Section 60, Sign Regulations. Staff is proposing an amendment to the Sign Regulations, which would allow historical replica signs to be placed whenever a certificate of appropriateness is granted by the Historic Preservation Commission. Attached you will find details of the sign which Willhoite's was requesting as well as the Buckner sign. HTH/sh Section.60 January 9, 2001 (4:14PM) N_ SECTION 60, SIGN REGULATIONS E. EXEMPTION (i) Permission may be granted by the Director of Development Services as a special privilege to civic organizations and other nonprofit organizations to erect signs promoting special events or activities at the locations and times, and under the conditions specified by the Director of Development Services. A permit shall be required. On -premises signs for hospitals as defined in Section 12.A.196 of this Ordinance. Uk HISTORIC REPLICA SIGN: A sign designed to replicate or duplicate a documented, previously existing sign. Such sign shall be located in a designated historic district and must receive a certificate of appropriateness from the Historic Landmark Commission and a permit shall be required. 2. The following signs are exempt from the zoning permit requirement of Section 60.A., but shall comply with all of the other regulations imposed by this section: (a) Nameplate signs not exceeding two (2) square feet in gross surface area accessory to a single-family or two-family dwelling. (b) Nameplate signs not exceeding fifteen (15) square feet in gross surface area accessory to a multiple -family dwelling. (c) On -premises signs when located on property used for agricultural purposes and pertaining to the sale of agricultural products produced on the premises.
