SUBJECT: APPROVAL OF BID NUMBER 71-2001, COMMUNICATIONS
CENTER REMODEL
RECOMMENDATION:
City Council to consider approval of an award to T. W. Foster, Inc. as the bid meeting all
City specifications for the remodeling of the City Communications Center in the amount
of $125,355.00. A bid tabulation is attached for review.
FUNDING SOURCE:
Funds for this project are available in account 325-48860-000-0-0003 Lease
Fund/Machinery & Equip Eq. Note '00
BACKGROUND:
Request for bids for this procurement were sent to nine prospective vendors in
accordance with Local Government Code, Section 252.021. Only one vendor submitted
a bid.
Notice of the bid was published in the Fort Worth Star Telegram and the Grapevine Sun
on November 23, 2000 and November 30, 2000. The bid was also advertised through
the City purchasing web site. Bid forms were also available for download from the web
site. A pre-bid meeting was held on November 28, 2000 and attended by six vendors. All
bids were opened on December 8, 2000 and publicly read aloud.
This bid requested pricing for remodeling the communications center that will be part of
and in conjunction with the overall upgrade of the City's communication system. The bid
received from T. W. Foster met all of the requirements and specifications requested in
the bid. Staff called other vendors to find out why they did not submit a bid. Most
vendors indicated it was because of conflicts with their current scheduled workloads.
Staff then checked references of the low bidder and found them to be fully qualified to
provide this work.
Staff recommends approval of a contract award to T. W. Foster.

N Cost Sharing Grant application submitted to TxDOT.

Carter & Burgess, Inc. will perform professional landscape architectural, engineering,
and surveying services for the development of the Triangle Feature Area in
Grapevine, Texas. The area will include the development of a pond, sculpture area,
retaining walls, walks, parking area, and landscape/irrigation. The description of the
basic areas to be designed for construction are as indicated in the Carter & Burgess,
Inc. concept drawing submitted in May of 2000.
11. SCOPE OF SERVICES
A. Topographic Survey Mapping
1. C&B will provide an on site topographic mapping of the immediate area of the
proposed site. This on site survey will provide digital data on all pertinent
existing features including paving, above grade utilities, and drainage
structures which will then be utilized to develop an accurate construction
document base map,
B. Design Development
1. Meet with City to review Scope of Work and finalize program requirements for
the entire development of the Triangle Feature Area.
2. Prepare Design Development drawings which depict the proposed
development park elements. These drawings will show each park element in
its proposed location and configuration. Additional design considerations at
this level will include equipment selections, materials for construction, product
recommendations, etc. for the proposed improvements. The Design
Development drawings will be at a 50% state of completion relative to
Construction Documents.
3. Prepare preliminary budget estimates based upon the Design Development
drawings.
4. Attend a Design Development Review Meeting with City.

C. Final Construction Documents
1. Prepare Construction Drawings and Specifications for the proposed
development of the Traingle Feature Area.
The Construction Drawings will include:
a. Demolition Plans (if applicable)
b. Erosion Control Plans
c. Layout Plans
d. Grading Plans
e. Construction Details
f. Irrigation Plans
g. Electrical Plan
The drawings will be prepared at a suitable scale in order to clearly convey
the design intent to the bidder and contractor.
2. Meet with City to review Final Construction Documents and coordinate
contract documents for bidding by City (95% completion).
3. Presentation to City Council at 100% completion (if requested).
4. Submit Construction Documents to Texas Department of Licensing and
Regulation (TDLR) for required reviews.
D. Projected Project Schedule
1. Carter & Burgess, Inc. is committed to the timely completion of Phase I from
the Design Development through the Final Completion. The following
milestones are based on average times to produce similar projects and are to
be the outline for the contract. Project start ups and stoppages, excessive
review times, or any other outside forces that are not in control of Carter &
Burgess, Inc., may affect these milestones:

Ill. BASIS OF COMPENSATION
Carter & Burgess, Inc. will perform the professional services outlined in the Scope of
Services for the Lump Sum Fees indicated below:

TOTAL $26,900.00
Reimbursable expenses such as printing, reproduction, plotting, photography,
courier/delivery, postage and mileage will be paid for at cost times a 1.0 multiplier.
IV. ASSUMPTIONS
Topographic information, utility locations, and other physical features of
the project area will be taken from readily available maps and documents
provided by the City. This information will be deemed correct and, as
such, all documents and preliminary opinions of probable cost will be
limited to the accuracy of the information available.
2. The City will be responsible for all bidding, administration of the
construction contract and coordination with the contractor.
3. The City will be responsible for final printing cost for multiple sets of
construction plans and technical specifications/contract document books.
4. Location, verification and coordination of construction work around
existing underground and overhead utilities will be the responsibility of the
City and the contractor during construction.
5. The contractor will be responsible for all "as -built" drawings at the
completion of the project. This scope of work does not include any "as -
built" drawings by C&B.

6. A Storm Water Pollution Prevention Plan (SWPPP) is not included in this
scope of services. Any services for environmental engineering such as
an Environmental Assessment (E.A.) or Environmental Impact Statement
(E.I.S.) would be considered additional services.
7. No public meetings and/or presentations will be provided within this scope
of services. No illustrative graphic presentation exhibits will be provided
within this scope of services.
