The City Council of the City of Grapevine, Texas met in Workshop on this the 6th day of
July, 1999 at 6:30 p.m. in City Council Conference Room, Second Floor, 200 South Main
Street, with the following members present to-wit:

CALL TO ORDER
Mayor Pro Tem Ware called the meeting to order at 6:36 p.m.
ITEM 1. REVIEW LANDSCAPING, WILLIAM D. TATE AVENUE MEDIANS
Parks & Recreation Director poug Evans introduced Mr. Jeff Sherman, Horticulturist, who
reviewed the proposal for landscaping of the medians on William D. Tate Avenue.
Discussion centered on utilization of perennials to be cost effective.
There was no action taken by the City Council.
ITEM 2. REVIEW GRAPEVINE MIDDLE SCHOOL PLANS
City Manager Nelson reviewed the proposed traffic flow for the new Grapevine Middle
School. Architect Jeff Calista presented the schematic designs for building elevations, floor
plans, access to the school and traffic flows for the new school site. He noted the design
�' � was an attempt to incorporate as much history of the community and site as possible.

JOINT PUBLIC HEARINGS
2. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-14 filed by Savey-1 requesting a conditional
�-� use permit to amend the site plan and floor plan approved by Ordinance No. 90-78
for the possession, storage, retail sale and on-premise consumption of alcoholic
beverages (beer, wine and mixed beverages) in conjunction with the operation of
a restaurant for the addition of a deli counter and on-site gasoline sales in
conjunction with a convenience store. The property is located at 2713 Mustang
Drive and is zoned "CN" Neighborhood Commercial District Regulations.
3. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-26 filed by Grapevine/Tate Joint Venture
requesting a conditional use permit to amend the site plan approved by Ordinance
No. 99-34 for a planned commercial center with the possession, storage, retail sale
and on-premise consumption of alcoholic beverages (beer, wine and mixed
beverages) in conjunction with a restaurant to revise the elevations of the retail
building. The property is located at 1449 State Highway 114 West and is zoned
"CC" Community Commercial District Regulations.
4. City Council and Planning & Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-32 filed by Texaco requesting a conditional

use permit to amend the site plan approved by Ordinance No. 99-03 for a drive
through restaurant and a convenience store with the possession, storage, retail sale
and off-premise consumption of alcoholic beverages (beer and wine only) with
�'� gasoline sales to relocate the car wash, the addition of a canopy over the diesel
, pumps and revise the drive through lane of the restaurant. The property is located
at 1221 State Highway 114 East and is zoned "CC" Community Commercial District
.„�„� Regulations.
5. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-33 filed by Park Place Lexus requesting a
conditional use permit to amend the site plan approved by Ordinance No. 99-09 for
an automotive dealership to increase the size of the principle structure and to
establish a two-phase development schedule. The property is located at 901 State
Highway 114 East and is zoned "PCD" Planned Commerce Development District.
6. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Special Use Applications SU99-10 and SU99-11 filed by AT&T Wireless/Sprint
PCS requesting special use permits to allow the collocation of cellular
communications antenna on property located at 2923 Grapevine Mills Boulevard
North and is zoned "PID" Planned Industrial Development District.
7. City Council and Planning &Zoning Commission to conduct a public hearing relative
to proposed amendments to the Grapevine Code of Ordinances, Appendix D,
Comprehensive Zoning Ordinance No. 82-73, as amended, Section 67
Amendments to establish a time period for filing and placement of a zoning case on

to proposed amendments to the Grapevine Code of Ordinances, Chapter 23 Traffic
relative to prohibiting commercial vehicles, oversize vehicles and trailer parking on

as amended, Section 13 "R-20" Single Family District Regulations; Section 14 "R-
12.5" Single Family District Regulations; Section 15 "R-7.5" Single Family District

Parking, Loading and Outside Storage Area Development Standards relative to

City Secretary Huff administered the Oath of Office to reappointed Commissioners Larry
Oliver, Chris Coy and 1 st Alternate Danette Murray and newly appointed 2nd Alternate
Betty Nicholson.
ITEM 2. PUBLIC HEARING, CONDITIONAL USE APPLICATION CU99-14, SAVEY-1
Mayor Tate declared the public hearing open.
Development Services Director Hardy reported Conditional Use Application CU99-14 had
been filed by Savey-1 requesting a conditional use permit to amend the site plan and floor
plan approved by Ordinance No. 90-78 for the possession, storage, retail sale and off-
premise consumption of alcoholic beverages (beer and wine only) in conjunction with the
operation of a convenience store for the addition of a deli counter and on-site gasoline
sales on property located at 2713 Mustang Drive and zoned "CN" Neighborhood
Commercial District Regulations.
Mr. Edward Gutierrez, representing the applicant, requested favorable consideration of the
application stating the applicant wanted approval from the City for gasoline sales prior to
expending funds to bring the location into compliance with TNRCC regulations. He stated �
the applicant would make the necessary changes to be in compliance with City codes and
TNRCC regulations.
Questions from the City Council and the Planning & Zoning Commission related to the
location of the gasoline island, driveway access to Tanglewood, location of the dumpster,
landscaping and general appearance and condition of the entire property. Mr. Hardy
stated the applicant was not in compliance with the landscaping requirements and if the
application were to be approved as submitted, the dumpster would remain as shown on
the site plan.
Mr. H. Y. Yee, Dallas (property owner), answered questions from the City Council
regarding the general appearance and lack of maintenance of the property.
Mayor Tate invited guests present to comment regarding the application. The following
spoke in opposition to the conditional use application citing the poor condition and
appearance of the property, trash and debris accumulation on the site, and concerns for
safety:

public hearing. The motion prevailed by the following vote:

Development Services Director Hardy reported Conditional Use Application CU99-26 had

the site plan approved by Ordinance No. 99-34 for a planned commercial center with the
� possession, storage, retail sale and on-premise consumption of alcoholic beverages (beer,
wine and mixed beverages) in conjunction with a restaurant (Mimi's Cafe) to revise the
elevations of the retail building. The property is located at 1449 State Highway 114 West
and is zoned "CC" Community Commercial District Regulations.
Mr. Larry Cates requested favorable consideration of the application.
There were no questions from the City Council or the Planning & Zoning Commission.
Mayor Tate invited guests present to comment regarding the application. No one wished
to speak and there was no correspondence to report.
Commissioner Busbee, seconded by Commissioner Martin, offered a motion to close the
public heari;�g. The motion prevailed by the following vote:

City Manager Nelson reviewed the proposed amendments to the Grapevine Code of
Ordinances, Chapter 23 Traffic relative to prohibiting commercial vehicles, oversized
vehicles and trailer parking on City rights-of-way and Appendix D, Comprehensive Zoning
Ordinance No. 82-73, as amended, Section 13 "R-20" Single Family District Regulations;
Section 14 "R-12.5" Single Family District Regulations; Section 15 "R-7.5" Single Family
District Regulations; Section 16 "R-5.0" Zero Lot Line District Regulations; Section 58
Parking, Loading and Outside Storage Area Development Standards relative to boats and
recreational vehicles parking on City rights-of-ways. Mr. Nelson reported notice of the
public hearing had been published in the Grapevine Sun, Fort Worth Star Telegram and
the Dallas Morning News and that all homeowner association presidents had been notified
� of the proposed amendments. He stated the proposed amendments were not on the
agenda for City Council or Planning &Zoning Commission action but only to receive public
�-� input regarding the proposed amendments.
Mr. Nelson stated current ordinances permit parking of recreational vehicles, recreational
trailers, motor homes or boats in the required front yard for a period not to exceed 72 hours
and that towed trailers are prohibited in the required front yard. The current traffic
ordinance prohibits any truck/trailer of 3 or more axles upon any public street or alley within
the City limits at any time with the exception of a vehicle engaged in conducting business
activity.
Mr. Nelson noted the proposed ordinance prohibits parking the following vehicles on any
street, or public rights-of-way: oversized vehicles (25 feet in length or more), commercial
vehicles (4'/2 tons in size, or greater), and all trailers (recreational, work or boat) with the
exception of vehicles engaged in conducting business activity. He stated the proposed
zoning amendment in residential districts allows parking of recreational vehicles,
recreational trailers, motor homes or boats in the required front yard on private property
(cannot extend out into the public right-of-way) on paved surfaces only. Towed trailers and
such are prohibited in the required front yard.

City Manager Nelson noted the City Council had tabled Zoning Application Z99-07 filed by
Chateau Capital at the June 15, 1999 meeting for the applicant to consider developing
voluntary deed restrictions mandating a 50/50 office/retail mix within the existing structure
rather than the proposed 80/20 ratio as presented and to consider a provision allowing the
City to utilize the site's off-street parking for festival activities. The application requests
rezoning of approximately 2.1810 acres located at 613 South Main Street from "SP"
Specific Use permit to "CBD" Central Business District Regulations.
Mr. Nelson advised the applicant was not present at the meeting and requested the City
Council to consider tabling the item to the next meeting.

PARKS RECREATION AND OPEN SPACE MASTER PLAN UPDATE
Parks & Recreation Director Evans requested approval of an ordinance amending the
Grapevine Code of Ordinances, Chapter 16 Parks & Recreation to adopt the 1999 Parks,
Recreation & Open Space Master Plan Update as recommended by the Parks &
Recreation Advisory Board. Mr. Evans reported that approximately 60% of the projects in
the 1995 Parks, Recreation and Open Space Master Plan Update have been completed,
or funding is in place to complete the projects. Many projects identified as priorities in 1998
by the City Council and Parks & Recreation Advisory Board were approved in the 1998
Bond election. Mr. Evans reported that after visits with officials in the Grants-in-Aid
Division of the Texas Parks and Wildlife, Staff and the Advisory Board modified the 1999
Priority List in order to be as competitive as possible in the State's grant application
process. He noted the 1999 Parks & Recreation Project Priorities List was developed
using the results of the 1998 citizen's survey, National Recreation & Park Association
Standards and Staff recommendations and is as follows: additional hike/bike/walk trails,
additional lighted soccer fields, additional soccer fields, additional disc golf course,
additional sand valleyball courts, additional baseball fields, additional softball fields and

Development Services Director reported the Planning &Zoning Commission voted to table
Conditional Use Application CU99-14 filed by Savey-1 for upgrades to the proposal and
review of the drive access from Tanglewood. The applicant requested a conditional use
permit to amend the site plan and floor plan approved by Ordinance No. 90-78 for the
possession, storage, retail sale and on-premise consumption of alcoholic beverages (beer
and wine only) in conjunction with the operation of a convenience store for the addition of
a deli counter and on-site gasoline sales. The property is located at 2713 Mustang Drive
and is zoned "CN" Neighborhood Commercial District Regulations.
There was no action taken by the City Council.

planned commercial center with the possession, storage, retail sale and on-premise
consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with
a restaurant (Mimi's Cafe) to revise the elevations of the retail building. The property is
located at 1449 State Highway 114 West and is zoned "CC" Co�rmunity Commercial
