The City Council of the City of Grapevine, Texas met in Workshop on this the 27th day of
July, 1999 at 6:30 p.m. in the City Council Conference Room, Second Floor, 200 South
Main Street, with the following members present to-wit:
William D. Tate Mayor
Ted R. Ware Mayor Pro Tem
Sharron Spencer Council Member
C. Shane Wilbanks Council Member
Roy Stewart Council Member
Darlene Freed Council Member
constituting a quorum, with Council Member Clydene Johnson absent, with the following
members of the City Staff:

CALL TO ORDER
Mayor Tate called the meeting to order at 7:00 p.m.
ITEM 1 BUDGET WORKSHOP FISCAL YEAR 1999-2000 (FY 2000)
City Manager Roger Nelson presented the proposed budget for Fiscal Year 1999-2000
(FY2000) noting the budget represents the City's continuing commitment to prudent fiscal
management while further enhancing services to improve the quality of life and to meet the
expressed needs of the community. He noted that Grapevine Mills Mall, Bass Pro Shops,
Embassy Suites and the future development of the Opryland Hotel and Convention Center
are but a few examples of the development that has made Grapevine one of the most
desir�hlA ofd�es in Texas to work and live. It was noted that the projections of the City's
t�x base grcvvth as well as future payoff of old debt will provide an opportunity for
accommodatirq additional debt service demands as well as increased operating funds
without a tax in�rease. He stated the proposed budget reduces the current tax rate from
$0.385 per $100.00 valuation by one-half cent to $0.38 per $100.00. General Fund
Revenues an#icipated for FY2000 are $32,796,560.00 with expenditures projected at
$32,500,610.00.

Mr. Nelson reviewed the proposed new programs and services as continuation of public �
safety improvements, Senior Activity Center expansion and various trail projects. He noted
the pay scales are continuing to be upgraded with the proposed budget including funding � #N
for pay plan adjustments to the 62nd percentile which includes a 7% market adjustment
as well as public safety raises at 5% step and merit pay plan raises at 3%.
Mr. Nelson briefly reviewed the remaining funds of the City noting that a review of the Utility
Fund indicates that a rate increase is necessary for FY2000. Projections prepared by the
City's rate consultant indicate that the City needs to begin a three year program to raise
utility rates adequately to provide for debt coverage, additional system expansion and
increased costs of water production from Trinity River Authority.
Mayor Tate and the City Council commended City Manager Nelson and City Staff for the
detailed preparation and presentation of the proposed budget.
Council Member Stewart, seconded by Mayor Pro Tem Ware, offered a motion cancel the
budget workshop scheduled for Wednesday, July 28, 1999. The motion prevailed by the
following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Stewart & Freed
Nays: None ••�

ADJOURNMENT
Council Member Spencer, seconded by Council Member Freed, offered a motion to
adjourn the workshop at 9:00 p.m. The motion prevailed by the following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Stewart & Freed
Nays: None
Absent: Johnson
