STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in Special Session (Executive Session) on this the 14th day of September, 1999 at 7:15 p.m. in the City Council Conference Room, Second Floor, 200 South Main Street with the following members present to-wit: William D. Tate Mayor Ted R. Ware Mayor Pro Tem Sharron Spencer Council Member C. Shane Wilbanks Council Member Clydene Johnson Council Member Darlene Freed Council Member constituting a quorum, with the Council Member Roy Stewart absent, with the following members of the City Staff: Roger Nelson City Manager Bruno Rumbelow Assistant City Manager Jennifer Hibbs Assistant to the City Manager Linda Huff City Secretary CALL.�O ORDER I�/layor Tate cu�led the meeting to order at 7:15 p.m. iTEM 1. EXE�;UTIVE SESSION hiayor Tate ar�nc�unced the City Council would conduct a closed session regarding (A) pPrs�nr�e! relative to City Manager's annual evaluation under Section 551.074, Texas Government Code. RECESS AND RECONVENE Upon reconvening in open session in the Council Chambers, all members of the City Council were present with the exception of Council Member Stewart. Mayor Tate announced the City Council would conduct the Special City Council meeting. Following action on the special meeting, the City Council reconvened in the Conference Room to continue the closed session regarding personnel relative to City Manager's annual evaluation under Section 551.074, Texas Government Code. 09/14/99 Upon recanvening in apen session in the Council Chambers, all members af the Ci#y � �" Councii were present with the exception af Council Member Stewart. �.�. Mayor Tate asked if there was any action necessary relative to the closed session. Gouncil Mernber Wilbanks stated there was no action necessary relatiue to (A} persannel relative to City Manager's annual evaluation under Section 551.074, Texas Government Code. Council Member Wilbanks stated the City has had a very successful year with opportunities for grawth and develapment. He commended Mr. Nelson for his leadership of the City. There was no action taken by the City Council. ORDINANCE. ADOPT FISCAL YEAR 1999-2000 B_UDGET City Manager Nelson requested approval of an ordinance adopting Fiscal Year 1999-2000 Budget to include increased service levels as presented during the budget workshop held on July 27, 1999 and public hearing on September 7, 1999. The proposed budget includes a general fund of$32,525,610.00 and requires a tax rate of$0.38. Council Member Wilbanks, seconded by Mayor Pro Tem Ware, offered a motion to adopt the ordinance approving Fiscal Year 1999-2000 Budget as presented with an additional $25,000.00 for the Botanical Garden at Heritage Park. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson & Freed Nays: None Absent: Stewart �;. � 09/14/99 � ORDINANCE NO. 99-127 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF " GRAPEVINE, TEXAS ADOPTING THE BUDGET FOR THE CITY OF GRAPEVINE, TEXAS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1999 AND ENDING SEPTEMBER 30, 2000; PROVIDING FOR INTRA- AND INTER-DEPARTMENTAL FUND TRANSFERS; PROVIDING FOR INVESTMENT OF CERTAIN FUNDS; DECLARING AN EMERGENCY; AND PROVIDING AN EFFECTIVE DATE ITEM 3. ORDINANCE, ADOPT 1999-2000 AD VALOREM TAX RATE City Manager Nelson requested approval of an ordinance setting the Fiscal Year 1999- 2000 ad valorem tax rate at $0.38 per $100.00 valuation apportioned as follows: General Fund - $0.201983 and Debt Service - $0.178017. The budget was assembled using an appraised value of $4,046,202,572.00, which is the sum of the certified roll and the minimum value of all properties pending disposition before the Appraisal Review Board.
