Mayor Tate called the meeting to order at 7:00 p.m.
ITEM 1. WORKSHQP REVIEW WATER UTILlTY CONSUMER CONFIDENCE
REPORT T(J CITIZENS
Assistant Public Works Director Matt Singleton reviewed the notification brochure--Water
Utili#y Gonsumer Ganfidence Repark to Citizens. Mr. Singleton stated the brochures would
be mailed in late October to all Grapevine citizens. The notification brochure is an annual
requirement of the Enviranmental Protection Agency.
ITEM 2. WQRK�HOP UPDATE ON DIREGTIQNAL SIGNAGE PROGRAM
Conventian and Visitor Bureau Direcfior P. W. McGallum presented revised drawings an
the directianal signage program. The new monument, street name and directianal signs
were we11 received by the City CounciE. Mayor Tate request�d ta review the directional
signs prior to implementation of the program.

1. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Zoning Application Z99-17 filed by the City of Grapevine requesting rezoning of
approximately 0.53 acres from "HC" Highway Commercial District Regulations and
"R-MF-1" Multifamily District Regulations to "R-5.0" Zero Lot Line District
Regulations. The subject property is located at 220 North Scribner Street.
2. City Council and Planning &Zoning Commission to conduct a public hearing relative
M to Conditional Use Application CU99-47 filed by Krispy Kreme/Dallas Doughnut
Company requesting a conditional use permit for development of a drive-through
restaurant. The subject property is located at 3605 Ira E. Woods Avenue and is
zoned "HC" Highway Commercial District Regulations.
3. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-48 filed by Bank of the West requesting a
conditional use permit to amend the site plan approved by Ordinance No. 98-114
to altow development of a branch bank and motor bank. The subject property is
located at 4100 William D. Tate Avenue and is zoned "CC" Community Commercial
District Regulations with a planned commercial center designation.
4. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-52 filed by Super 8 requesting a conditional
use permit to amend the site plan approved by Ordinance No. 96-43 for the addition
of an outdoor swimming pool. The subject property is located at 250 State Highway
114 East and is zoned "CC" Community Commercial District Regulations with a
planned commercial center designation.

6. Consider ratifying Supplemental Agreement No. 4 to the City's Golf Course lease
with the U. S. Army Corps of Engineers and take any necessary action.
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon as one
business item. Any member of the City Council or member of the audience may request
that an item be withdrawn from the consent agenda and placed before the City Council for
full discussion. Approval of the consent agenda authorizes the City Manager, or his

7. Consider an ordinance amending the Grapevine Code of Ordinances, Chapter 23
Traffic, Section 23-63 No Parking Zones, Restricted Parking Zones to establish no
parking on the residential portion of Anderson-Gibson Road, west of the AMC 30
Theater at Grapevine Mills. Public Works Director recommends approval.
8. Consider renewal of a contract with Quality Environmental Services for janitorial
cleaning services at various municipal facilities. Staff recommends approval.
9. Consider a resolution declaring certain property surplus and/or salvage and
authorizing the sale of said items through sealed bid or public auction. Staff
recommends approval.
10. Consider the minutes of the September 21, 1999 City Council meetings. City
Secretary recommends approval as published.

Mayor Tate declared the public hearing open. k ✓
Planner Ron Stombaugh reported Zoning Application Z99-17 had been filed by the City of
Grapevine requesting rezoning of approximately 0.53 acres from "HC" Highway
Commercial District Regulations and "R-MF-1" Multifamily District Regulations to "R-5.0"
Zero Lot Line District Regulations. The subject property is located at 220 North Scribner
Street and rezoning will bring the use of the site into compliance with the zoning of the site.
There were no questions from the City Council or the Planning & Zoning Commission.
Mayor Tate invited guests present to comment regarding the application. No one wished
to speak and there was no correspondence to report.
Commissioner Newby, seconded by Commissioner Busbee, offered a motion to close the
public hearing. The motion prevailed by the following vote:

ITEM 2. PUBLIC HEARING, CONDITIONAL USE APPLICATION CU99-47 KRISPY
KREME/DALLAS DOUGHNUT COMPANY
Mayor Tate declared the public hearing open.
Planner Ron Stombaugh reported Conditional Use Application CU99-47 had been filed by
Krispy Kreme/Dallas Doughnut Company requesting a conditional use permit for
development of a 4,013 square foot restaurant (Krispy Kreme Doughnuts) with a drive-
through window. The subject property is located at 3605 Ira E. Woods Avenue and is
zoned "HC" Highway Commercial District Regulations.
Mr. John Orrell requested favorable consideration of the application.
Commissioner Martin requested the applicant consider a monument sign instead of a pole ,��
sign. Mr. Orrell stated he felt the monument sign would not be as visible as the requested
pole sign. Council Member Spencer inquired about the intended use of the property
behind the proposed office. Mr. Orrell stated plans for a distribution center on the site had

been reconsidered and that the property would either be leased or sold.
Mayor Tate invited guests present to comment regarding the application. Mr. Tony
McCalla, 3038 Old Mill Run, spoke in support of the application and there was no
correspondence to report.
Commissioner Coy, seconded by Commissioner Martin, offered a motion to close the

Mayor Tate declared the public hearing open.
Planner Ron Stombaugh reported Conditional Use Application CU99-52 had been filed by
Super 8 requesting a conditional use permit to amend the site plan approved by Ordinance
No. 96-43 for the addition of an outdoor swimming pool. The subject property is located
at 250 State Highway 114 East and is zoned "CC" Community Commercial District
Regulations with a planned commercial center designation.
Mr. Kent Bell requested favorable consideration of the application.
The Planning & Zoning Commission inquired if the building around the pool was a
temporary or permanent structure. Mr. Bell stated that the one-story structure around the
pool was permanent and would be uniform with the hotel's existing exterior design.
Mayor Tate invited guests present to comment regarding the application. No one wished
to speak and there was no correspondence to report.
Commissioner Fry, seconded by Commissioner Martin, offered a motion to close the public

DEFINITIONS AND SECTION 52 TREE PRESERVATION
Mayor Tate declared the public hearing open.
Planner Ron Stombaugh reviewed the proposed amendments to the Grapevine Code of
Ordinances, Appendix D, Zoning Ordinance No. 82-73, as amended, Section 12 Definitions
relative to Customary Home Occupation, and Section 52 Tree Preservation relative to
restricting the removal of trees and the mitigation of tree removal, for both authorized and
unauthorized.

ITEM 6. RATIFY SUPPLEMENTAL AGREEMENT #4 TO CITY GtJLF COURSE
LEASE U. S. ARMY CORP5 OF ENGINEERS
City Manager Nelson recommended ratifying Supplernental Agreement#4 to the City Golf
Course Lease No. DACW63-1-94-Q552 with the U. S. Army Carps of Engineers.
Mr. Nelson stated the 54 year lease increases the lease site from 619 ta 826.3 acres.
Council Member Stewart, secanded by Mayar Pro Tem Ware, offered a motion ratifying
Supplemental Agreement #4. The motion prevailed by the following vote:

Item 7. Ordinance, Amend Chapter 23 Traffic, No Parkinq Zones
Public Works Director recommended approval of an ordinance amending the Grapevine m �3
Code of Ordinances, Chapter 23 Traffic, Section 23-63, No Parking Zones, Restricted
Parking Zones to establish no parking on the residential portion of Anderson-Gibson Road,
