The City Council of the City of Grapevine, Texas met in Special Workshop Session on this
the 18th day of October, 1999 at 7:00 p.m. at the Bessie Mitchell House, 411 Ball Street,
with the following members present to-wit:
William D. Tate Mayor
Ted R. Ware Mayor Pro Tem
Sharron Spencer Council Member
C. Shane Wilbanks Council Member
Clydene Johnson Council Member
Roy Stewart Council Member
Darlene Freed Council Member
constituting a quorum, with the following member of the City Staff:
Roger Nelson City Manager
CALL TO ORDER
Mayor Tate called the workshop to order at 7:00 p.m.

ITEM 1. WORKSHOP. ECONOMIC DEVELOPMENT
City Manager Nelson briefed Council on the economic development incentives offered by
other municipalities in the area. The City Council discussed the City's current position
regarding economic development, which is to review each case on its merits and determine
whether or not the City wants to provide an incentive.
ITEM 2. WORKSHOP, CAPITAL PROJECTS
City Manager Nelson reviewed the City's financial position as it relates to the City's ability
to issue additional debt in the future for capital projects. The City Council then discussed
the projects that were approved in the 1998 bond election as well as the roadways in the
Master Thoroughfare Plan.
ITEM 3. WORKSHOP, FUTURE PLANNING MEETINGS
The City Council discussed various items with the City Manager that they would like to see
F as the subject for future planning sessions.

Mayor Pro Tem Ware, seconded by Council Member Stewart, offered a motion to adjourn
the meeting at 8:46 p.m. The motion prevailed by the following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed
Nays: None
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS on this the 2nd day of November, 1999.
