SUBJECT: GRAPEVINE HOUSING AUTHORITY PAYMENT IN LIEU OF
TAXES
RECOMMENDATION:
City Council to consider a resolution granting waiver of permit fees and Payment In Lieu
of Taxes (PILOT) fees for Housing and Urban Development Improvements at the
Grapevine Housing Authority.
BACKGROUND:
In 1998, the Grapevine Housing Authority received a grant from the Federal Department
of Housing and Urban Development (HUD) for remodeling housing units under the
Comprehensive Improvements Assistance Program (CTAP). As a part of the application
process, the GHA was required to seek commitments from organizations which would
provide additional resources to compliment or supplement the requested work. The City
agreed at that time to waive contractor permit fees and Payments In Lieu of Taxes (PILOT)
estimated at approximately $3,100.00 per year. That agreement was formalized through
Resolution No. 98-36. The waiver authorization will expire in 2001.
The Grapevine Housing Authority completed the work contemplated under the 1998 waiver
with the CIAP funds. Additional work is, however, being undertaken through an additional
five-year program of federal capital funds. Work under the five-year program includes:
• Upgrade all air-conditioning units where needed
• Electrical work — replace electrical panels and breaker boxes to meet code; upgrade
wiring as needed, including putting in grounded fuse outlets and installation of
upgraded smoke alarms
• Plumbing — replace hot water heaters as needed to bring up to City code and replace
all hot water heaters more than ten years old
• Foundation and roof repair and interior remodeling of the administrative offices

• Replacement of all kitchen cabinets and interior painting of residences and exterior
wood repair and painting
• Installation of irrigation systems for landscaping and lawn care at all facilities
• Upgrading of handicapped accessible facilities where needed
• Installation of a security fence along Northwest Highway adjacent to the GHA facilities
The GHA continues to need the City's assistance and support in funding these projects
and to help with availability of funds for GHA operating expenses. This request is for the
City to continue to waive the PILOT and inspection fees for an additional five-year period,
from 2001 to 2006. The waiver will continue to be approximately $3,100.00 per year.
This request has been approved by the Grapevine Housing Authority Board.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, APPROVING THE WAIVER OF
PERMIT FEES AND PAYMENT IN LIEU OF TAXES (PILOT)
FEES TO ASSIST THE GRAPEVINE HOUSING AUTHORITY
IN ITS APPLICATION TO THE DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT (HUD) FOR PARTICIPATION
IN THE CAPITAL FUND PROGRAM; AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the Grapevine Housing Authority is applying to the Department of
Housing and Urban Development (HUD) for participation in the Capital Fund Program
(CFP); and
WHEREAS, as part of the application process, the Grapevine Housing Authority
must seek commitment from individuals or organizations that will provide additional
resources to complement or supplement the work being requested; and
WHEREAS, the Grapevine Housing Authority is requesting the City of Grapevine
to waive permit fees for contractors during the period of funding by HUD; and
WHEREAS, the Housing Authority further requests the City of Grapevine to waive
Payment In Lieu of Taxes (PILOT) fees during the CFP activities (approximately five years)
in order to help finance needed improvements to the Grapevine Housing Authority facilities
and assist with operating expenses.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble to this resolution are true and
correct and are incorporated herein as if copied in their entirety.
Section 2. That the City of Grapevine waives all contractor permit fees for the
Grapevine Housing Authority while participation in the Capital Fund Program (CFP).
Section 3. That the City of Grapevine waives the Payment in Lieu of Taxes
(PILOT) fees during the five year CFP period.
Section 4. That this resolution shall become effective from and after the date of
its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 20th day of March, 2001.
