This site is located at the intersection of W. Wall Street and State Highway 114. 3. The property is currently undeveloped. 11. STREET SYSTEM: 1. This site has access to State Highway 114 and W. Wall Street. 2. There is no additional right-of-way required at this time. 111. STORM DRAINAGE SYSTEM: 1. The site drains to the east toward Farris Branch West. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 8" water line in W. Wall Street and 12" water line in State Highway 114. 2. The existing water distribution system is adequate to serve the development of this site. V. SANITARY SEWER SYSTEM: 1. There is an existing 8" sanitary sewer line in W. Wall Street. 2. The existing sanitary sewer collection system is adequate to serve the development of this site. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: The utility easements dedicated by this plat are necessary to provide for public and franchise utilities to serve this site and surrounding development. 2. The drainage easements dedicated by this plat are necessary to provide for the conveyance of storm water run-off. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: The utility easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. The drainage easements dedicated by this plat will allow for the development of this site and surrounding sites. 3. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lots 1 and 2, Block 1, Baylor Medical Surgical Center."
