AWARD OF BID/HILTON FORCE MAIN PROJECT
City Council consider awarding the contract for the construction of the Hilton Force Main
Project to Pate Brothers Construction, Inc. in the amount of $1,657,910.92 and authorize
the City Manager to execute said contract and take any necessary action.

BACKGROUND:
Growth in the northeast portion of Grapevine necessitated the capacity in the
wastewater system be increased to the ultimate size for the Hilton Lift station and force
main. The lift station improvements were completed in an earlier project. The current
March 28, 2001 (8:48AM)
project consists of the force main (pipeline) construction that connects the lift station to
the gravity sewer system at Boyd and Wildwood.
The existing force main is twelve inches in diameter and is near its' maximum capacity.
Additionally, the existing force main has been the source of numerous failures. The new
force main will be 24" in diameter and will provide the capacity for the existing 12" line as
well as for the future capacity demands in the area.
The project was advertised in the Fort Worth Star Telegram on February 2, 18, 22, 25,
2001. A pre-bid conference was held on February 2, 2001 and bids were opened at
10:00 am on March 3, 2001. Seven bids were received with Pate Brothers Construction
Inc. the low bidder with a bid of $1,657,910.92. (see attached bid tabulation)
Montgomery Watson, the project engineer, performed a background check to ensure
they are a capable contractor and found them to be competent (see attached letter).

GENERAL GOVERNMENT CAPITAL PROJECTS
Reconstruction of the 24" Force Main Serving the Hilton Lift Station
Construct the Force Main element of Phase II of the replacement program for the Hilton Lift Station to meet future
needs. The existing deteriorated force main from Bass Pro Drive @ SH 26 to WiIdwood Drive will be replaced and
upsized for buildout. Replacing the existing 12" Force Main with a 24" Force Main will insure adequate service is
provided for the Mills, Bass Pro, and future area development.

Consideration for Award of Construction Contract
Dear Mr. Singleton:
The Hilton Lift Station Force Main Upgrade Project was established by the City of Grapevine to facilitate
the installation of 18,300 linear feet of 24 -inch force main and appurtenances from the Hilton Lift Station
to the intersection of S. Boyd Dr. and Wildwood. Construction activities will include the boring of SH 121
and several streets along with the general shallow trench installation of the remaining portion of the force
main.
This project was duly authorized for bids in accordance with legal requirements and bids were opened on
March 15, 2001. All of the submitted bids were reviewed and a bid tabulation (Attachment A) has been
prepared and is attached. Bids received for the project may be summarized as follows:

The lowest responsive bid was received from Pate Brothers Construction, Inc., a firm based in Kennedale,
Texas, in an amount of $ 1,658,680.92. The contractor references, surety, and general equipment
capabilities that relate to the project were evaluated in detail (Attachment B). The contractor has performed
similar work for both private developers and for the Cities of Ft. Worth, Southlake and Temple. The City
of Grapevine Public Works Department was also familiar with the contractor's work. Reports from the
cities with comparable construction contracts with Pate Brothers Construction, Inc., describe quality work
performance and no recollection of difficulties related to budget and schedule control. Each of the contacts
interviewed indicated that they would readily select this contractor for additional work in the future. They
also indicated that Pate Brothers Construction, Inc., was very capable in the areas of tunneling and crossing
beneath highways using trenchless methods. This capability is an important part of the Hilton Lift Station
Force Main Upgrade project.

Grapevine consider recommending an Award of Construction Contract to the firm of Pate Brothers
i Construction, Inc., for the Hilton Lift Station Force Main Upgrade project in the amount of $l, 658,680.92.

Mr. Dunne was the engineer of record for the Northside 111 24" waterline. He was responsible for
all aspects of the project from design and bidding to construction oversight. Mr. Dunne indicated
that he was very familiar with Pate Brothers work. He indicated that he had worked with Pate
Brothers on numerous projects for over 10 years. He thought that they were a capable contractor.
He could not recall having any major problems with them in the past. He indicated that Pate
Brothers had installed numerous force mains of various sizes under his oversight and that they
had always done a great job. He also mentioned that Pate Brothers had completed a 400' bore
under I-35 at a depth of 35'as part of the Northside III project. He indicated that they did a great
job on those boring activities as well. He also mentioned that there were no change orders on the
Northside III project and that Pate Brothers completed the project on time and on budget. He
stated that he would definitely use Pate Brothers again on future projects.

Mr. Kasberg was the design engineer for the Pepper Creek project. He indicated that had done
work with Pate Brothers since the mid -80's. He said that they subcontract a lot of their work but
they use very qualified subcontractors. They have always done a great job on his projects. He
indicated that Pate Brothers was a very capable contractor for force main installation and could
also handle tunneling. He indicated that they did an outstanding job tunneling under 1-35 as part
of the Pepper Creek project. They installed a 30" force main under I-35 at a depth of 50' below
grade. He stated that Pate Brothers completed the job on time and on budget. He also indicated
that no out of the ordinary change orders were requested on this project. His only complaint was
that Pate Brothers does not like to do a lot of paperwork. He indicated that he would use Pate
Brothers again on future projects.

Mr. Flemming indicated that based on past experience with this contractor, they do a very good
job. He stated that they are very capable of installing force mains and that they had completed
several similar projects for the City of Southlake through the years. He indicated that on past jobs
they did a very good job on keeping change orders to a minimum and completing the projects on
time and on budget. He indicated that he was having some minor problems on a new project with
Pate Brothers but he thought that the problems could be worked through. The project was behind
schedule because Pate Brothers started the project late. He also mentioned that they are
submitting Change of Condition claims with more frequency on this particular project. He
indicated that we should make sure they are ready to start the project when we need them to
begin. He indicated that he would use Pate Brothers again on future projects.

Mr. Laughlin stated that Pate Brothers Construction is on his preferred vendors listing and
Hillwood has used this contractor on many projects at Alliance Airport and in their Westlake
development. Pate Brothers is currently working on a similar force main and lift station project
in Westlake and is doing a great job. He indicated that they are qualified to install force mains
and are also very good at boring and tunneling under highways. They have completed 10-12
borings under Highway 114 that have ranged from 75' to over 300'. He indicated that they
subcontract the boring work but their contractor does an outstanding job. To his knowledge, Pate
Brothers also does a good job when excavating around utilities in tight quarters. Mr. Laughlin
was not aware of any utility interruptions that had occurred as a result of Pate Brothers work on
his projects. He also indicated that Pate Brothers does a good job staying on schedule and within
the original contract budget. He could only remember one time when he had to get into an
argument with Pate Brothers over a Change Order issue, but the matter was quickly resolved. He
indicated that he would be using Pate Brothers on future Hillwood projects.

Mr. Bergthold is a Construction Inspector with the City of Grapevine. Mr. John Robertson, P.E.
indicated that he would be a good contact within the City of Grapevine that could provide
information concerning the capabilities of Pate Brothers Construction, Inc. Mr. Berghold
indicated that he had worked with Pate Brothers Construction, Inc. about eight years ago and did
have some problems with their staff and one contract claim requesting additional funding. He
indicated that the claim dispute was resolved between the parties. He had not had any recent
problems with this contractor, but he was not sure if they had worked for the City of Grapevine
recently. He also stated that he had done some investigation into the construction capabilities of
this firm. His investigation has also indicated that Pate Brothers Construction, Inc. appears to be
a capable contractor. Due to some internal staff changes that have occurred within the Pate
Brothers organization, he indicated that he would select this contractor again in the future.
