SUBJECT: GOLF FEES
RECOMMENDATION:
It is recommended that the City Council adopt a rate change for golf fees to become
effective May 1, 2001. The Golf Course Advisory Board, Director of Golf and Director
of Administrative Services recommend approval.
FINANCIAL IMPACT:
The proposed increase will generate approximately $127,462 in additional revenues,
assuming 69,000 rounds of golf annually.
BACKGROUND INFORMATION:
The Grapevine Municipal Golf Course last increased fees in January 1998. The current
schedule of fees does not provide adequate revenue to defray the cost of these
improvements and maintain an adequate fund balance. The fee changes below will
allow the Golf Course to continue to be a self-sustaining operation.

The following spreadsheets detail pricing for all the golf courses in the Dallas/Ft.
Worth -area, as well as those courses that can be considered competitors of Grapevine
Municipal Golf Course. The information was gathered through searches on Golf
Magazine's Internet site `www. golfcourse.com) and phone calls to the facilities. The
Golf Magazine search, centered on D/FW Airport and the City of Euless, retrieved
information on approximately 145 golf clubs within 50 miles of the airport. The original
search showed 159 courses in the Dallas/Ft. Worth area, but after classifying multi -course
facilities as one club and eliminating courses in outlying areas, such as Greenville and
Bridgeport, the number narrowed to 145 clubs.
For the purposes of this survey, the term "club" will refer to a specific golf course
complex or facility. These clubs may contain one 18 -hole course, such as Texas Star
Golf Course, or multiple 18 -hole courses and 9 -hole combinations, such as Pecan
Valley's 36 holes or Rockwood's 27 holes. In cases where a club has multiple courses,
the price for each course is documented.
Several courses, including Carswell Golf Course, Pecan Valley Municipal's River
Course and Sherrill Park's Two Course, are currently closed while they undergo
renovations. The course staff was only able to give estimated or previous -year green fees
for those courses. If comparison to Tenison Highlands' newly renovated Highlands
Course is a valid comparison, the green fees on these soon-to-be remodeled courses will
be substantially higher than they were in past years.
All green fees listed are the course's summer rate for 18 holes with a cart. If the
course has a separate twilight fee for late afternoon play, it is listed. All facilities that
have only nine holes, are closed for renovations or allow only resort guests to play are
indicated with a symbol.
When compared with golf courses in nearby cities, Grapevine Municipal is the
second least expensive course. The least expensive course is Westdale Hills Golf Course
in Euless, which is 9 -hole par -3 facility. Grapevine Municipal is the least expensive
regulation -length course when compared with those in nearby cities. The more expensive
facilities range in weekend price from a low of $54.50, at Riverchase in Coppell, to a
high of $90, at Tour 18 -Dallas in Flower Mound.
When compared with other municipal courses in the D/FW metroplex, Grapevine
Municipal's prices are on the lower half of the list. Approximately 20 clubs are more
expensive than Grapevine, while 16 are less expensive. Of those less expensive facilities,
three are 9 -hole courses.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AMENDING THE CODE OF
ORDINANCES CHAPTER 16, PARKS AND RECREATION,
SECTION 16-32(A) RELATIVE TO GRAPEVINE MUNICIPAL
GOLF COURSE FEES; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A PENALTY OF FINE NOT TO
EXCEED THE SUM OF FIVE HUNDRED DOLLARS ($500.00)
FOR EACH OFFENSE AND A SEPARATE OFFENSE SHALL
BE DEEMED COMMITTED EACH DAY DURING OR ON
WHICH AN OFFENSE OCCURS OR CONTINUES;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS:
Section 1. That the Grapevine Code of Ordinances Chapter 16, Parks and
Recreation, Section 16-32 (A) is hereby amendedin its entirety as follows and all other
chapters, sections, subsections, paragraphs, sentences, definitions, phrases and words
of said Code of Ordinances are not amended, but shall remain intact and are hereby
ratified, verified, and affirmed:
"W" Fees Established. Green fees for the Grapevine Municipal Golf Course are hereby
set and established as follows:
(1) Weekdays (Monday through Friday):
(a) Regular Green Fee ..................................................... $ 23.00
(b) Twilight Green Fee (after 4:00 p.m.) ........................... $ 15.00
(c) Senior Citizen (age 62 & above) ................................ $ 13.00
(d) Junior (age 18 and under) ......................................... $ 10.00
(2) Weekends (Saturdays and Sundays) and Holidays:
(a) Green Fee.................................................................. $ 27.00
(b) Twilight Green Fee (after 4:00 p.m.) ........................... $ 17.00
(3) Cart, Club, Lesson and Range Ball Fee:
(a) Electric Golf Carts:
1. 18 Holes ............................... $ 12.00 + tax per person
2. 9 Holes .................................. $ 7.00 + tax per person
(b) Range Balls (25-30 balls) .................................... $ 2.50 + tax
(c) Golf Lessons:
1. Per Lesson (plus tokens) .................................. $50.00

Section 2. If any section, article, paragraph, sentence, clause, phrase or word in
this ordinance or application thereto any person or circumstance is held invalid or
unconstitutional by a Court of competent jurisdiction, such holding shall not affect the
validity of the remaining portions of this ordinance; and the City Council hereby declares
it would have passed such remaining portions of the ordinance despite such invalidity,
which remaining portions shall remain in full force and effect.
Section 3. Any person violating any of the provisions of this ordinance shall be
deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not
to exceed Five Hundred Dollars ($500.00) and a separate offense shall be deemed
committed upon each day during or on which a violation occurs or continues.
Section 4. The fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.
Section 5. The fees in this ordinance shall be approved by the U.S. Army Corps
of Engineers and shall become effective on May 1, 2001 or as soon thereafter as the
remodeled front nine is open for play.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 3rd day of April, 2001.
