HomeMy WebLinkAboutItem 06 - Trail ConstructionITEM • MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER V MEETING DATE: APRIL 3, 2001 SUBJECT: REIMBURSEMENT FOR TRAIL CONSTRUCTION RECOMMENDATION: City Council to consider authorizing reimbursement for the construction of a 900' long pedestrian trail along Peach Street in the amount of $29,980.06 to Wright Construction Co., Inc. FUNDING SOURCE: Funds are available in account 176-76104-005 — Trail Development. BACKGROUND: The pedestrian trail along Peach Street will link with the future trail along Dove Loop to the trail leading into Opryland. Mr. Joe Wright donated enough right-of-way along Peach Street to the City to allow for the construction of this 8' wide trail. Staff recommends utilizing bonds approved in the 1998 election to pay for this trail linkage. A total of $770,000 was approved for trail construction. Approximately $500,000 has been dedicated to the trail along Big Bear Creek that will link Parr Park and Bear Creek Park. The other project discussed at the time of the bond election was the trail along Kimball Road, linking the C. Shane Wilbanks Trail to Meadowmere Park. However, staff recommends that the Kimball Road Trail be delayed until the development of the improvements to the park. Public Works staff has indicated that the trail along Kimball Road can be funded with the reconstruction of the Kimball Road curve at some point in the future. Wright Construction Co. has submitted a cost proposal of $29,980.06 to construct the Peach Street Trail utilizing their sub -contractor that is doing concrete work at the site. This cost includes construction of the trail, relocating a fire hydrant, installation of several irrigation sleeves and performance and maintenance bonds. According to City Attorney John Boyle, the City can reimburse a developer for an improvement as long as the cost of that improvement is less than 30% of the total cost of assets in the project that will be dedicated back to the City. The estimated cost of the March 28, 2001 (8:16AM) assets that will be dedicated back to the City is $1,160,000, making the $29,980.06 approximately 2.5% of the total cost of the assets. If approved by the City Council, this will be a cost savings to the City of approximately $8,000 by comparing the square footage rates provided by Wright Construction Company, Inc. with City contract prices.
