SUBJECT: 2000 POPULATION
RECOMMENDATION:
Staff recommends that the City Council adopt a resolution setting the population at 42,298
as of December 31, 2000.
FUNDING SOURCE: N/A
BACKGROUND:
During the month of April, 2000, the Federal Census was conducted in Grapevine. The
Census determined a total population of 42,059 residents at that time. To estimate the
population of Grapevine by the end of 2000, staff examined the population additions due
to new construction and reductions due to demolitions. A persons per unit ratio and an
occupancy ratio were then applied to determine the official population estimate for
December 31, 2000.
Between the end of April, 2000 and the end of December, 2000, an additional 98 single-
family construction permits and 11 single-family demolition permits were issued. An
additional 824 multi -family units permitted in 2000 were not completed and therefore were
not included in the estimate. A single-family household ratio of 2.89 persons per unit and
a 95% occupancy ratio were applied to the net single-family unit gain. This yielded an
additional population of 239 residents between the Federal Census count at the end of
April, 2000 and the yearend estimate on December 31, 2000. Including the additional 239
residents to the Census count of 42,059 yields a total estimated population for December
31, 2000 of 42,298 people.
As the attached charts indicate, Grapevine's population has grown rapidly since 1970.
Steady growth has been experienced in the 1990s with the only limiting factor being the
availability of residential land. The North Central Texas Council of Governments estimates
a population of 44,950 for Grapevine by the year 2010 at which time very little additional
undeveloped residential land will be left.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING OFFICIAL THE FINDING
AND DETERMINATION AS TO THE POPULATION AND
NUMBER OF INHABITANTS OF AND WITHIN THE CITY OF
GRAPEVINE, TEXAS, AS OF DECEMBER 31, 2000 AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of Grapevine, Texas, has found and determined that
it will be for the benefit of said City to have a revised estimate of the population and
number of inhabitants, and that the City make an official finding thereof; and
WHEREAS, the City Council has directed that an unofficial census of the
population of the City of Grapevine be taken; and
WHEREAS, based upon the 2000 Census Report, City building records, and the
investigation and review of the City's growth by the Development Services Department, it
has been found and determined that the City of Grapevine, Texas, as of December 31,
2000 actually has within its limits a population of 42,298.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
