Re: 528 South Dooley Street; Jeff Corley — Corley's Pools Meeting attendees: Jeff Corley builder; David Klempin Historic Preservation Officer (HPO); and Kayce Vanderpool Historic Preservation Secretary. The HP Staff met with Jeff Corley of Corley Pools to discuss the property at 528 South Dooley Street new fence and pergola. A Certificate of Appropriateness (CA) was filled out for the pergola and plans were attached. Mr. Corley said the pergola would be painted black, and later have vines growing up it like a trellis. The fencing in front of the building line could be a maximum of three -feet -tall and must be 50% open. It could be wood picket or wrought iron. From the building line going back, the fence can be a maximum of six -feet -tall and the side gates could be six -feet -tall. Past the back of the garage around the pool it could be eight feet tall for privacy and return to six feet tall at the other side of the house along the back of the house at the master bedroom toward Dooley Street. The Historic Preservation Commissioners would not support eight -foot -tall fences in the historic township. David Klempin said that he is suggesting plans that the Commissioners could approve. The current six -foot -tall fence in the front of the property is non -compliant. The owner will have to bring it into compliance since they are tearing the fence down to build a new fence. Mr. Corley called Sandy Harnett to discussed the fence sizes. David Klempin told her that her house is Historic Landmarked as part of the College Street Historic District and explained that the regular ordinance in Grapevine states you can have up to eight -foot -tall fences. In the Historic Township fence heights must be appropriate to the context of the historic district and approved by the HPC. This property is a double frontage lot since it is on the corner of two streets. Mr. Klempin told them the commission could approve a minimum amount of eight -foot -tall fence around the pool for privacy on the back side of the house since it is in the rear of the property, but it must return to six -foot -tall along the sides of the house and garage. Sandy Harnett agreed to end the fence at the side of the garage. She said she was unhappy that the fence in the back couldn't be taller by the window that looks into the neighbor's house, but she understands. Mr. Klempin said the fence between the house and the garage could be a four -feet -tall cedar picket fence and could have a gate. David Klempin said he would try to have the approval letter ready the next day for pick-up so they can get their building permit to complete the job.
