SUBJECT: APPROVAL OF BID 88-2001 TO INSTALL CARPET AT THE
COMMUNITY ACTIVITIES CENTER
RECOMMENDATION:
City Council to consider award of a contract to Shaw Contract Flooring for installation of
2,150 sq. yds of carpet at the Community Activities Center. The total amount of this
contract is $65,575.00. A bid tabulation is attached for review.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021, 252.0215, and 252.022.
This bid was advertised in the Fort Worth Star Telegram and the Grapevine Sun on
March 1, 2001 and March 8, 2001. The bid was also advertised on the City's purchasing
web site that had bid forms available for download.
The purpose of this bid was to obtain competitive pricing for the replacement of the
carpet at the Community Activity Center. The bid was sent to seventeen vendors with
two vendors responding. A pre-bid meeting was held on March 7, 2001 to answer any
questions that potential vendors might have regarding the specifications. Two vendors
(Shaw Contract Flooring and Dupont) attended the pre-bid meeting. The bid required
each vendor to visit the CAC and base their pricing on the vendors estimates of the
square yardage required for the installation of carpet in all areas of the center currently
carpeted. The gymnasium areas were to be quoted as an add alternate price.
The low bid was from Shaw Contract Flooring at $30.50 per sq. yd. This vendor did visit
the CAC and estimated the square yardage required at 2,150 Sq. Yds. The only other
bid received was from Sunmax Group. This vendor bid $31.65 per sq. yd. This vendor

made an error in the square yardage required and therefore estimated a considerable
amount more than is required for the job.
Staff contacted Dupont who was the only other vendor who attended the pre-bid to
determine the reason that they did not return a bid. The Dupont representative indicated
that he had a medical emergency the day of the opening and therefore could not turn in
the bid.
Staff checked the references supplied by Shaw Contract Flooring and found that this
vendor has excellent recommendations.
Staff recommends the award be made to the low bid of Shaw Contract Flooring.
