The City Council of the City of Grapevine, Texas met in Special Session (Executive
Session) on this the 18th day of November, 1997 at 7:00 p.m. in the City Council
Conference Room, Second Floor, 200 South Main Street with the following members
present to-wit:

CALL TO ORDER
Mayor Tate called the meeting to order at 7:04 p.m.
ITEM 1. EXECUTIVE SESSION
Mayor Tate announced the City Council would conduct a closed session regarding (A)
pending or contemplated litigation relative to Dallas/Fort Worth International Airport Board's
decision relative to proposed Runway 16/34 West and (B) conference with City Manager
and Staff to receive information relative to economic development prospects under
Sections 551.071 and 551.075, Texas Government Code.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
. was any action necessary relative to the closed session. City Manager Roger Nelson
stated there was no action necessary (A) relative to pending or contemplated litigation
relative to Dallas/Fort Worth International Airport Board's decision relative to proposed
Runway 16/34 West and (B) conference with City Manager and Staff to receive information
relative to economic development prospects under Sections 551.071 and 551.075, Texas
Government Code.
NOTE: City Council continued with the Regular City Council meeting in open session in
the Council Chambers.

Council Member Wilbanks, seconded by Council Member Spencer, offered a motion to
adjourn the meeting at 10:15 p.m. The motion prevailed by the following vote:

JOINT PUBLIC HEARINGS
1. City Council and Planning &Zoning Gommission to continue a public hearing from
the October 21, 'f 997 meeting relative to Conditional Use Application CU97-53 filed
by Mr. Kit Garnpbell requesting a waiver#o specific requiremenEs of Section 47E.2
pursuant to Section 47F of Ordinance No. 82-73, as amended, and requesting �
conditiona! use permit to allaw for outside storage in canjunctian with a truck and
van leasing facility. The subject property is located at 617 East Dallas Road and is
zoned "LI" Light Industrial District.
2. Gity Gouneil and Planning &Zoning Cammission to canduct a public hearing relative
to Conditional Use Application CU97-55 filed by Grapevine Kawasaki-Polaris
�equesting a waiver to specific requirements of Section 47E.2 pursuant to Sec#ion
� 47F of Ordinance No. 82-73, as amended, and requesting a conditional use permit
to amend a site plan approved by{�rdinance No. 97-23 to allaw the relocation of an
existing twenty (20) foot pole sign and a 126 square foot outside display area. The
subject praperty is located at 418 East Northwest Highway and is zaned "HC"
Highway Commercial District Regulations.
3. City Council and Planning &Zoning Commission ta conduct a public hearing relative
to Conditional Use Application CU9fi-57 filed by Pavestone Company requesting a
waiver to specific requirements of Section 47E.2 pursuant to Section 47F af
Ordinance No. 82-73, as amended, and requesting a conditional use permit to
amend a site plan appraved by Ordinance No. 95-95 to reduce the square footage
af the production facility and the addition of a new mixer ta be housed 'rn a 42 foot
high penthouse. The subject property is located at 3215 State Highway 360 and is
� zoned "PiD" Planned Industrial Develapment District.
4. City Council and Planning &Zoning Commission to conduct a public hearing reiative
to Zoning Application Z97-22 and Gonditional Use Applica#ion CU97-6Q filed by
Grapevine Mills Residual L.P. The zoning application requests rezoning of 11.825
acres from "PGQ" Planned Cammerce Devebpment District and 26.43 acres from
"HCO" Hotel/Corporate O�ce District to "GC" Community Commercial District
Regulations. The canditianal use application requests a waiver to specific
requirements of Section 47E.2 pursuant to Section 47F af Ordinance No. 82-73, as
amended, and requests a conditianal use permit to amend a site plan approued by
Ordinance No. 97-92 to establish a Phase 2 development incorporating 38.255
acres inta the Grapevine Mills Mall Plannec! Commercial Center to include the
establishment of a 175,538 square foot retail building (Bass Pro Shop Outdoor
Warlcf} for the retail sale of spor#ing goods, boat and RV sales and service, a
pistol/rifle and archery range, a restaurant with the possessian, storage, retail sale,
and on-prernise consumption of alcoholic beverages (beer, wine, and mixed
beverages), and three 40 foot pole signs and one roof sign. The subject property
is located at 2401 and 2501 Bass Pro Boulevard.
5. City Councii and Planning &Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU97-61 filed by Grapevine Mills Residual L.P.
requesting a waiver to specific requirements of Section 47E.2 pursuant to Section
47F of Ordinance No. 82-73, as arnended, and requesting a conditional itse permit
to amend a site plan approved by Ordinance No. 97-92 to include Phase 2
development of a 12 stary Embassy Suites Hotel with 20,Q04 square feet aEloca#ecI
for conuention and meeting rooms to include a restaurant with the possession,
s#arage, retail sale, and on-premise consumption of alcohalic beverages (beer, wine
and mixed beverages) and finro 40 foot pole signs. The subject property is lacated
a# 240'I Bass Pro Boulevard.
fi. City Council and Planning &Zoning Commission#a conduct a public hearing relative
' to the application filed by The Mills Corporation for the final plat of Grapevine Mills
Additian - Phase 2 a portion being a �eplat of Lot 1, Block 1, DFW Travel Center.
The 38.255 acre property is lacated at the northeast corner of State Highway 26
and Bass Pra Boulevard.
7. City Council and Planning &Zoning Gommission to conduct a public hearing relative
to Conditional Use Application GU97-62 and the final plat application for Lot 2,
Block 2, Grapevine Mills Addition being a replat of a portion of Block 2, Grapevine
Milis Addition. The conditianal use applicatian filed by Grapevine Mills Resitlual
L.P. requests a waiver to specific requirements of Section 47E.2 pursuant to Section
47F of Ordinance No. 82-73, as amended, and requests a conditional use permit
to amend a site plan approved by (Jrdinance No. 97-92 to include in the Phase I
outparcel development a 39,870 square foot retaii building (Rooms-To-Go). The
property is located at 2905 Grapevine Mills Circle East.
8. Gity Cauncil and Planning &Zaning Cammission to canduct a public hearing relative
to Conditional Use Application CU97-63 and the �nal plat application for Lot 1,
Black 5, Grapevine Mills Addition being a replat of Black 5. The conditional use
application filed by Grapevine Mills Residual L. P. requests a waiver to specific
requirements of Section 47E.2 pursuant to Sectiar� 47F of Ordinance No. 82-73, as
� amended, and requests a conditional use permit to amend a site plan approved by
Ordinance No. 97-92 to include in the Phase 1 outparcel development a 3,822
square foot restaurant (Chick-Fil-A). The subject property is located at 2255 .

far equipment purchases and preliminary costs on the Storm Drainage Utiiity

to Mayor Tate for landscaping the median at the entrance to the Grapevine Library,
Community Activities Center and the Convention Center complex.

City Manager Rager Nelsan announced the hiring of Ms. Melisa Leal as Assistant to the
City Manager. She will be assuming her duties on December 15, 1997.
Mr. Nelson asked the City Cauncil to preview the historic street sign located at the corner
of Texas and Main Streets, as the new signage proposed for the historic downtown area.

Mayor Tate declared the public hearing open.
Mr. Wiiliam Gaither, Administrative Services Director, stated Paragon Gable had filed an
October 2, 1997, FCC Form 1240 requesting an adjustment to the basic service rate for
1998. The rate proposed by Paragan is a basic service decrease from $9.33 to $9.06 per
month. Mr. Gaither stated the request had been reviewed by the City's cable televisian
consultant, Charles Gramlich and Associates, and in the cansultant's opinion the submitted
rates appear to be reasonable.
Mr. Buz Nesbit of Paragan requested favorable cor�sideration of the rate request.

Mr. Gaither requested the City Council cansider accepting and appraving the consultant's �
�ndings and recommendations, after providing a reasonable opportunity for consideration
