Mayor Tate called the meeting to order at 6:33 p.m.
ITEM 1. WORKSHOP, REVIEW PUBLIC SAFETY 800 MHz RADIO SYSTEM
Mr. Jim Baron of RCC Communications reported on the Radio System Evaluation
conducted for the City of Grapevine's Police and Fire Departments 800 MHz radio system.
It was the consensus of the City Council to pursue joining the radio consortium of the Cities
of Bedford, Colleyville, Euless and Keller.
I_TEM 2. WORKSHOP, PALACE THEATRE PROJECT UPDATE
Mr. Jerry Pittman presented a brief overview of the bid process and financing for the
Palace Theatre project.

CITY OF GRAPEVINE
The City Council of the City of Grapevine, Texas did not conduct the Special Session
(Executive Session) on this the 7th day of December, 1999 at 7:00 p.m. in the City Council
Conference Room, Second Floor, 200 South Main Street.
Upon convening in open session in the Council Chambers, Mayor Tate announced the City
Council did not conduct the closed session regarding conference with City Manager and
Staff to receive information relative to economic development prospects under Section
551.075, Texas Government Code.
NOTE: City Council continued with the Regular City Council meeting in open session in
the Council Chambers.
ADJOURNMENT
Councit Member Wilbanks, seconded by Council Member Spencer, offered a motion to
adjourn the Regular City Council meeting at 8:50 p.m. The motion prevailed by the
following vote:

1A. Presentation by Mr. Jerry Pittman regarding the Palace Theatre renovation.
JOINT PUBLIC HEARINGS
1. City Council and Planning & Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-50 filed by Cross Creek Apartments requesting
a conditional use permit for reduced building separation and increased building
m height for apartments to be located at 3821 Grapevine Mills Parkway. The 40.285
acre property is zoned "R-MF-2" Multifamily District Regulations.
2. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-58 filed by Cross Creek Apartments requesting
a conditional use permit to amend the site plan approved by Ordinance No. 99-112
for a 392 unit multifamily development to add carports to the parking area. The
37.455 acre property is located at 2701 Grapevine Mills Boulevard North and is
zoned "R-MF-2" Multifamily District Regulations.
3. City Council and Planning & Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-59 filed by Olive Garden Restaurant
requesting a conditional use permit to amend the site plan approved by Ordinance
No. 94-82 for revisions to the floor plan of the existing restaurant. The property is
located at 301 State Highway 114 West and is zoned "CC" Community Commercial
District Regulations.
4. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-64 filed by Florida Bethel, LTD. requesting a
conditional use permit to amend the site plan approved by Ordinance No. 99-114
for the development of a Colter's Bar-B-Q Restaurant with a drive through window
`"' " and the possession, storage, retail sale and on premise consumption of alcoholic
beverages (beer, wine and mixed beverages) in conjunction with a restaurant and
the development of a convenience store with gasoline sales and the possession,
storage, retail sale and off-premise consumption of alcoholic beverages (beer and
� wine only). The subject properties are located at 1720 and 1700 North State
Highway 26 and zoned "CC" Community Commercial District Regulations.
5. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-65 filed by Boi Na Braza Brazilian Steakhouse
requesting a conditional use permit for the possession, storage, retail sale and on-
premise consumption of alcoholic beverages (beer, wine and mixed beverages) in
conjunction with a restaurant on property located at 4025 William D. Tate Avenue.
The 2.38 acre property is zoned "CC" Community Commercial District Regulations.
6. City Council and Planning & Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-67 filed by Regency Center requesting a
conditional use permit for the development of a planned commercial center with six
forty foot pole signs and a Best Buy retail store on property located at 1501 State
Highway 114 West. The 12.5 acre property is zoned "CC" Community Commercial
District Regulations.
7. City Council and Planning & Zoning Commission to conduct a public hearing relative
Conditional Use Application CU99-71 and application for the final plat of Lot 2 and
Tracts A-R and B, Block 6, Grapevine Mills Addition being a replat of Tract A, Block
, 6, Grapevine Mills Addition. The applications were filed by Hawthorne Suites
requesting a conditional use permit to amend the site plan approved by Ordinance
No. 99-165 to allow the development of a 4-story, 105-room hotel on property
located at 2214 Grapevine Mills Circle West. The 2.74 acre property is zoned "CC"
Community Commercial District Regulations.

ITEM 1A. PRESENTATEON PALACE THEATRE RENOVATION
Mr. Jerry Pittman addressed the City Council on the status of the renovations ta the Palace
Theatre. Mr. Pittman stated the construction drawings were camplete, bid specifications
had been sent out with a bid opening date of January 6, 2000 and presentation to the City
Council on January 18, 2000. Mr. Pittman acknowledged the six loca! banks (Frost Bank,
Texas Bank, First National Bank of Texas, Worth Bank, Texas National Bank and
Independent Bank) for their $54,000.00 contributions, along with the Ratary Club's
$50,Oq0.00 donation.

CREEK APARTMENT�
Mayor Tate declared the public hearing open.
Development Senrices Director Hardy reported Ganditional Use Application CU99-50 had
been filed by Gross Creek Apartments requesting a conditional use permit far reduced
building separation and increased building height for apartments to be located at 3821
Grapevine Mills Parkway. The 40.285 acre property is zoned "R-MF-2" Multifamily District
ReguEations.

Mr. Nick Sulkowski requested favorable consideratian of the application. Mr. Jerry Stone,
awner of Gross Creek Apartments, spoke in response to questions on reduced building �° ��
separation. Mr. Stone stated the request for reduced building separation was not on ali
uni#s of Phase 2.
Mayor Tate invited guests present to comment regarding the application. No ane wished
ta speak and there was no correspandence ta report.
Commissioner Coy, secanded by Commissioner Busbee, offered a motion #a close the
public hearing. The motion prevailed by the fallowing vote:
Ayes: Martinez, Newby, Coy, Fry, Martin, Bt�sbee & Murray

Restaurant with a drive through window and the possession, storage, retail sale and on-
premise consumption of alcoholic beverages (beer, wine and mixed beverages) in
conjunction with a restaurant and the development of a convenience store with gasoline
sales and the possession, storage, retail sale and off-premise consumption of alcoholic
beverages (beer and wine only). The subject properties are located at 1720 and 1700

Development Services Director Hardy advised Conditional Use Application CU99-67 had
been filed by Regency Center requesting a conditional use permit for the development of
a planned commercial center with forty foot pole signs on lots 2-7 and a Best Buy retail
store on property located at 1501 State Highway 114 West. The 12.5 acre property is
zoned "CC" Community Commercial District Regulations.
Mr. Bart Duckworth requested favorable consideration of the application.
City Council members and Planning & Zoning Commissioners questioned the number of
forty-foot pole signs requested for the site. Mr. Duckworth stated the submitted exhibit
showing four 40-foot pole signs was in error and that the site plan should only have shown
three.

Recreation Superintendent Lori Smeby reviewed the modifications to the Facility
Reservation Policies originally adopted by the City Council on May 21, 1996. Ms. Smeby
stated the proposed changes were being requested for safety, clarification and
bookkeeping purposes, and to also allow churches the use of the facility since churches
are not considered non-profit organizations.

approve the recommended modifications to the Facility Reservation Policies. The vote was

Vice Chairman Fry reported the Commission voted 7-0 for approval of Conditional Use
Application CU99-65 granting Boi Na Braza Brazilian Steakhouse a conditional use permit
for the possession, storage, retail sale and on-premise consumption of alcoholic beverages
(beer, wine and mixed beverages) in conjunction with a restaurant on property located at
4025 William D. Tate Avenue.
Mayor Pro Tem Ware, seconded by Council Member Stewart, offered a motion to accept
the Commission's recommendation and approve the ordinance granting the conditional use
