ACKNOWLEDGEMENT
All Conditional Use and Special Use Applications are assumed to be complete
when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

1. Please add case number CU08- and label sheet numbers in
consecutive order on the lower right hand corner of all each sheets.
2. Please submit a sealed master site plan that is not a copied
version.
3. Please replace the "Albertson's" label with "Retail" on Lot 2 and
label all signage associated with master site plan as existing.
4. In addition to the site plan please provide the following: a landscape
plan which illustrates existing conditions; the current south and east
building elevations with the type of exterior material labeled; and
any proposed additional signage to the premises or building facade.
5. Please add adjacent and site zoning to the master site plan as
follows: to the north "R.5.0" Zero Lot Line; adjacent to the parking
lot on the northwest portion of the site plan "R -T -H" Townhome
Residential; adjacent to the southwest portion of the site plan "CC"
Community Commercial; and on the site Lot 1, "CN" Neighborhood
Commercial, Lot 2, "SP" Site Plan, Lot 3, "CN' Neighborhood
Commercial and Lot 4, "CN" Neighborhood Commercial.
6. Please label the right-of-way for Park Boulevard as 100 -feet and
label the area adjacent to the north property line as vehicle access.
7. Please label existing screening fences adjacent to the north and
west property lines.
8. Please label the parking spaces which have been designated for
disabled persons.
9. Please show the location of existing dumpster(s) for the subject
property.
10. Please remove the existing note and add the following notes to the site
plan stating the purpose of the conditional use request:
a) Conditional use request CU08-12 is a request to amend the
previously approved site plan of CU96-07 (Ord. 96-25) for a
planned commercial center, specifically to allow the
possession, storage, retail sale and off -premise consumption
of alcoholic beverages (beer and wine only) in conjunction with
a convenience store.
b) The entire site is the premises.
11. Please amend the site data summary chart as follows: Lot 2 from
grocer to retail and suite 215 from mercantile 1/30 to retail five (5)
plus one (1) for every 200 sq. ft of floor area and omit the .02%.

12. Please label the cashier as point of sale on the floor plan.
13. Any changes to a site plan approved with a conditional use can only
be approved by City Council through the public hearing process. If
changes to the floor plan are anticipated, those changes should be
shown at this time.
The above comments must be reflected in the revised submittal,
which is due by Thursday, May 1st at 12:00 p.m. for the May 20th
public hearing. Please submit the revised documents to the Department
of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) Mylar of each sheet (minimum size 22" x 34")
one (1) colored version of the landscape plan on 11" x 17" or a digital
version of the same
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

On Tuesday evening, May 20, 2008 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU08-05A - CLASSIC HUMMER - submitted by Pacheco Koch for property located at
2501 William D Tate Avenue #E and proposed to be platted as Lot 1 R2, Block 1 R, Classic
Hummer Addition. The applicant is requesting a conditional use permit to amend the
previously approved site plan, specifically for the addition of additional acreage for the
expansion of an automobile dealership. The property is zoned "CC" Community
Commercial and is owned by 2501 Partners.
CU08-11 & SU08-02 - BAYLOR MEDICAL CENTER - submitted by HDR Architects for
property located at 1660 West College Street and platted as Lot 1A, Block A, Grapevine
Medical Center Addition. The application is requesting a conditional use permit to amend
the previously approved site plan specifically to allow the development of a parking
structure. The applicant is also requesting a special use permit to allow a helistop on the
top tier of the proposed parking garage. The property is currently zoned "CC" Community
Commercial District and Planned Commerce Development District and is owned by Baylor
Regional Medical Center.
CU08-12 - GRAPEVINE BEER & WINE - submitted by Suresh Dovra for property located
at 2100 East Northwest Highway #215 and platted as Lot 4, Grapevine Plaza Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan, specifically to allow the possession, storage, retail sale and off -premise consumption
of alcoholic beverages (beer and wine only) in conjunction with a convenience store. The
property is currently zoned "CN" Neighborhood Commercial and is owned by Park Place
Shopping Center.
PD08-01 - AMINO TRANSPORTATION - submitted by Baird Hampton & Brown for
property located at 3091 Dove Road and platted as Lot 1, Block 10, Parra Linda Estates.
The applicant is requesting a planned development overlay to allow the development of a
3 -story office building. The property is currently zoned "PO" Professional Office and is
owned by Amino Enterprises.
After all parties have been given an opportunity to speak, the public hearing will be closed

and the Commission and the City Council will deliberate the pending matters. Please

Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City -approved tax rolls, you received this notice. If you cannot or

Purpose of Request:
The public hearing is to consider an application submitted by Suresh Dovra for property
located at 2100 East Northwest Highway #215 and platted as Lot 4, Grapevine Plaza
Addition. The applicant is requesting a conditional use permit to amend the previously
approved site plan, specifically to allow the possession, storage, retail sale and off -premise

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved
site plan of CU96-07 (Ord. 96-25) for a planned commercial center, specifically to allow
the possession, storage, retail sale and off -premise consumption of alcoholic beverages
(beer and wine only) in coniunction with a convenience store.
The applicant proposes to establish a convenience store with alcoholic beverage sales.
The 1,615 square foot retail space, formerly occupied by Dream Dinners, is proposed to
be used for the sale of beer and wine along with other items typically found in a
convenience store.
PRESENT ZONING AND USE:
The property is currently zoned Site Plan District and "CN" Neighborhood Commercial

District and is developed as the Grapevine Plaza Shopping Center.
HISTORY OF TRACT AND SURROUNDING AREA:
The Grapevine Plaza Shopping Center was rezoned in the 1984 City Rezoning from "C-2"
Community Business District to "CN" Neighborhood Commercial District. The property
was rezoned to Site Plan District (Z85-10) allowing development of a shopping center with
a grocery store with off -premise consumption of alcoholic beverage sales. The Shopping
Center users would be limited to those uses listed in the "CN" Neighborhood Commercial
District. At the April 16, 1996 meeting Council approved CU96-07 for the
expansion/reconfiguration of the front end of the former store (Albertson's) to
accommodate new automatic entry/exit doors, cart storage area, in-store banking facilities
and relocated alcoholic beverage display sales area from the middle of the store to the
southeast corner of the store.
The property to the west was rezoned in the 1984 City Rezoning from "R-1" Single Family
District to "R-3.5" Two Family District. Zone change request Z89-17 approved the
rezoning from "R-3.5" Two Family District to "CC" Community Commercial District. At the
October 17, 2006 meeting Council approved zone change request Z06-12 from "CC"
Community Commercial District to "R-TH" Townhouse District and Planned Development
overlay PD06-08 which included deviations from the density requirements and area
regulations found in the "R-TH" Townhouse District. The townhouse site (Townhomes of
Westgate) is under construction. At the August 15, 2006 meeting Council approved
CU06-31 for a medical office on the site south of the townhouse development. At the
April 17, 2007 meeting Council approved CU07-04 for a veterinary clinic (Animal
Emergency Hospital —under construction) on the site south of the townhouse
development.
The property to the north was rezoned in the 1984 City Rezoning from "R-1" Single
Family District to "R-TH" Townhouse District. Zone change request Z93-07 approved the
rezoning from "R-TH" Townhouse District to "R-5.0" Zero Lot Line District. The property
is developing as Oak Meadows Addition.
The property to the east was rezoned in the 1984 City Rezoning from "SP" Specific Use
Permit to "PO" Professional Office District. The property was developed as office uses
prior to 1984.

AIRPORT IMPACT:
A portion of the subject tract is located within "Zone A" Zone of Minimal Effect as
defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs"
Map. Few activities will be affected by aircraft sounds in "Zone A" except for sound
sensitive activities such as auditoriums, churches, schools, hospitals, and theaters.
The applicant's proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Low Intensity Commercial land
use. This request is in conformance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Park Boulevard, which is the street adjacent to the
site on the east, as a Type A Major Arterial with a minimum 100 -foot right-of-way
developed as six lanes with a median.

Dear Mr. Dovra,
This letter is to verify that your request for a conditional use permit to amend the previously
approved site plan of CU96-07 (Ord. 96-25) for a planned commercial center, specifically to
allow the possession, storage, retail sale and off -premise consumption of alcoholic
beverages (beer and wine only) in conjunction with a convenience store located at 2100
West Northwest Highway #215 and platted as Lot 4, Grapevine Plaza Addition was
approved by the City Council on May 20, 2008. A copy of Ordinance 2008-28 and a copy
of the approved site plan are enclosed.
On May 20, 2008, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date
on which the City Council grants the Conditional Use, unless within such one (1) year
period: (1) a Building Permit is obtained and the erection or alteration of a structure is
started, or (2) an Occupancy Permit is obtained and a use commenced.
