All Conditional Use and Special Use Applications are assumed to be complete
when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

INWOOD ESTATES VINEYARDS
1. Please add case number CU08-09 to the signature block of all sheets.
Each sheet needs to be sealed by a registered surveyor, architect or
engineer. Please add a graphic scale to each sheet.
2. Please add the following notes to the site plan stating the purpose of the
conditional use request:
a) Conditional use request CU08-09 is a request to allow a wine
tasting facility with on -premise and off -premise consumption of
alcoholic beverages (wine only) located within the Mawker
Coffee Shop.
b) The entire site is the premises.
3. In addition to the new counter for the wine tasting, the floor plan implies
work to be done (i.e. the bar alternate at the front door). Please remove
the labeling of work which is complete or is no longer part of the existing
floor plan.
4. Please provide the dimensions of the floor plan and the square footage of
the entire site in a table.
5. Please provide a sample of any exterior signage proposed for the wine
tasting facility.
6. Please add a total seating chart indicating the total number of seats and
provide a seating layout. Please label the consumption areas, storage
areas and point of sale areas on the floor plan.
7. Please provide the expected hours of operation of the wine tasting facility.
8. Please provide a location/vicinity map.
9. Please add the following signature block, minimum size 3" x 4", to each
sheet.

one (1) Mylar of each sheet (minimum size 22" x 34")
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the riqht edge to the left edae
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

On Tuesday evening, April 15, 2008 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z08-02 — 210 WEST WORTH STREET - submitted by Izak & Joe Gregory for property
located at 210 West Worth Street and platted as Lots 4A & 4B, Block 2, City of Grapevine
Addition. The applicant is requesting rezone 0.327 acres from "R-7.5" Single Family
Residential to "CBD" Central Business District for the development of a public parking lot
for Dino's Steak House. The property is owned by Izak & Joe Gregory.
Z08-03 & CU08-08 — GRAPEVINE DODGE - submitted Chrysler Realty Company for
property located at 2601 William D Tate Avenue and proposed to be platted as Lot 1 R,
Block 1, Frank Parra Addition. The applicant is requesting to rezone 2.231 acres from
"CC" Community Commercial to "PID" Planned Industrial Development and a conditional
use permit to amend the previously approved site plan, specifically to enlarge the site for
vehicle storage. The property is owned by The Estates of A C and Audrey Stone.
CU08-06 — DINO'S STEAK HOUSE - submitted Dino's Restaurant for property located at
342 South Main Street and platted as Lots 6A and 6C1, Block 2, City of Grapevine
Addition. The applicant is requesting a conditional use permit to allow a restaurant with the
possession, storage, retail sale and on -premise consumption of alcoholic beverages (beer,

CU08-07 — TEXAS TOYOTA - submitted TXVT Development, Inc. for property located at
316 East Dallas Road and platted as Lot 1 R1, Block 1, M & H Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to change the use to an automotive repair/collision repair center for Texas Toyota with
outside vehicle storage. The property is zoned "LI" Light Industrial District and is owned by
Hayes Leasing Company.
CU08-09 — INWOOD ESTATES VINEYARDS, INC - submitted by Inwood Estates
Vineyards for property located at 603 South Main Street #303 and platted as Lot C, Block
15, City of Grapevine Addition. The applicant is requesting a conditional use permit to
allow a wine tasting facility with on -premise and off -premise consumption of alcoholic

beverages (wine only) located within Mawker Coffee Shop. The property is zoned "CBD"
Central Business District and is owned by Harry Hines Medical Center.
SU08-01 — VERIZON WIRELESS - submitted by Zone Systems for property located at
1060 Texan Trail and platted as Lot 1, Block 1, TWK Addition. The applicant is requesting
a special use permit to amend the previously approved site plan for an existing unmanned
cellular facility. The property is zoned "LI" Light Industrial District and is owned by Lead
Concepts Inc.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to establish a wine tasting room for on -
and off -premise consumption of alcoholic beverages (wine only) in conjunction with an
existing coffee shop.
With this request the applicant proposes to install a new 10'8" by 2'8" counter within the
1,209 square foot Mawker Coffee shop which as proposed will be used as the point of sale
and storage area for the Inwood Estates Vineyards wine tasting facility. The expected
hours of operation for the wine tasting business are from 12:00 noon to 9:00 pm. The
Mawker Coffee shop will continue its normal operations. No additional interior
modifications are proposed to the Mawker Coffee shop to accommodate the wine tasting
facility.

PRESENT ZONING AND USE:
The property is zoned "CBD" Central Business District and is currently used as a retail
coffee shop (Mawker Coffee).
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was rezoned in the 1984 City Rezoning from "SP" Specific Use Permit
District to "CBD" Central Business District. The subject property is also located within a
Historic Overlay District (HL93-01). The properties to the west and south of the auto repair
were rezoned from "LI" Light Industrial District to "CBD" Central Business District in the
1984 City Rezoning. The area to the south with the existing mini -warehouse development
was rezoned to "LI" Light Industrial District in 1990 (Z09-09). The restaurant south of the
subject site was approved in April 1993 (CU92-25) for alcohol sales. The funeral home
property to the north and the auto repair business to the west retained the "CBD" Central
Business District during the 1984 City Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CBD" Central Business District and "R-7.5" Single Family District —
funeral home, single family residence and bed and breakfast
SOUTH: "CBD" Central Business District and "LI" Light Industrial District —
restaurant, warehouse and mini -storage

The subject tract is located within "Zone A" zone of minimal effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. Few
activities will be affected by aircraft sounds in Zone A, except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Central Business District land use.
The applicant's proposal is in compliance with the Master Plan.

Staff has received a request from Inwood Estates Vineyards requesting a one-year extension to

existing coffee shop to expire on April 15, 2010.
BACKGROUND INFORMATION:
Conditional Use Request CU08-09 was originally considered and approved at the April 15, 2008

This letter is to verify that your request for a conditional use permit to establish a wine
tasting room for on- and off -premise consumption of alcoholic beverages (wine only) in
conjunction with an existing coffee shop located at 603 South Main Street #303 and platted
as Lot C, Block 15, City of Grapevine Addition was approved by the City Council on April
15, 2008. A copy of Ordinance 2008-20 and a copy of the approved site plan are
enclosed.
On April 15, 2008, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date
on which the City Council grants the Conditional Use, unless within such one (1) year
period: (1) a Building Permit is obtained and the erection or alteration of a structure is
started, or (2) an Occupancy Permit is obtained and a use commenced.

Required Letterfor Conditional Use Permit
Inwood Estates Vineyards, Inc., desires to obtain a conditional use permit allowing
alcohol sales at 603 S. Main Street, Suites /303 for purposes of operating a winery
tasting room with sales of wine packaged in legally approved bottles.
Such use permitting sales of wine in this location requires a conditional use permit
in accordance with zoning regulations imposed by the City of Grapevine.
Such use will not cause harm to the value of the property, and will, in fact, enhance
the value of the property by bringing additional commerce to the downtown district
as history has shown by the existing six (approximately) winery tasting rooms
currently operating in the same immediate downtown district.
