AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AMENDING THE FISCAL YEAR 2012
(FY 2012) OPERATING BUDGET (ORDINANCE NO. 2011-
45); PROVIDING A SAVINGS CLAUSE; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council values the service of City employees and appreciates
the need to keep the City's compensation competitive with its peer cities; and
WHEREAS, a survey of eighteen (18) peer cities revealed that the City's
compensation was below such peers; and
WHEREAS, the City Council has determined the necessity to implement a two
percent (2%) salary adjustment for City employees to be effective October 1, 2011; and
WHEREAS, all statutory and constitutional requirements for the passage of this
ordinance have been adhered to, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council determines that the passage of this ordinance is in e
best interests of the health, safety and welfare of the public.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That appropriation amounts for the FY 2012 budget as adopted by
Ordinance No. 201 1-45 is hereby amended by the addition of the following amounts forthe
different funds of the City of Grapevine as follows:
General Fund $433,893
Convention & Visitors Bureau Fund $ 47,370
Stormwater Drainage Fund $ 8,768
Crime Control & Prevention District Fund $ 46,078
Lake Parks Special Revenue Fund $ 2,587
Utility Enterprise Fund $ 33,086
Lake Enterprise (Golf) Fund $ 28,556
Section 3. That a two percent(2%)salary adjustment for all City employees shall
be implemented effective October 1, 2011. The total cost of such adjustment is
$600,338.00.
Section 4. That all ordinances or any parts thereof in conflict with the terms of this
ordinance shall be and hereby are deemed repealed and of no force or effect.
Section 5. That if any section, subsection, sentence, clause or phrase of this
ordinance shall for any reason be held to be invalid, such decision shall not affect the
validity of the remaining portions of this ordinance.
Section 6. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its passage, and it is accordingly so ordained.
