TRIPLETT JR, PLANNER II SUBJECT: BOARD OF ZONING ADJUSTMENT CASE #BZA16-11 622 EAST WALL STREET MEETING DATE: MONDAY, MAY 2, 2016 Staff recommends the Board of Zoning Adjustment approve the following variances to the Grapevine Comprehensive Zoning Ordinance 82-73 for property located at 622 East Wall Street, platted as Lot 6, Block 101, College Heights Addition as follows: Section 15.F.2., "R-7.5" Single Family District, Density Requirements, requires a minimum lot area of 7,500 square feet. The applicant is requesting a variance of 963-sqaure feet, and if approved by the Board would allow a lot area of 6,537 square feet for an existing lot. Section 15.G.4., "R-7.5" Single Family District, Area Regulations, requires a minimum lot width of 65 -feet. The applicant is requesting a variance of fifteen -feet (15') and if approved by the Board would allow a lot width of fifty (50') feet for an existing lot. 0101010101 Staff finds that a special condition exists for the variances requested. Specifically, the lot was originally platted in 1921 predating the City's first zoning ordinance adopted in 1955. Developed property and right-of-way exist to the east and west and north and south respectively, eliminating the possibility to expand the site to meet the area and width requirements. The subject site is currently zoned "R-7.5" Single Family District. No principal structure exists on the subject site, however an accessory structure which is present on the site will be removed. With the exception of the lot located at southeast corner of East Wall Street and Austin Street, all of the homes within the block of the subject site front onto East Wall Street. The applicant intends to build an approximate 2,609 square foot single story dwelling as shown on the plot plan. On April 27, 2016 the Grapevine Historic Preservation 016ZA\20141Cases\BZA16-11.4 Commission is scheduled to hold a public hearing on the subject site for Certificate of Appropriateness application (CA16-33) to allow for a new single story dwelling with attached garage. Explain any unique circumstances, if applicable, not considered by the Zoning Ordinance. Examples: (1) If the Grapevine City Council approved a plat prior to present zoning ordinance requirements; or (2) the ordinance was amended or a policy change was adopted after initiation of the plans check process for a building permit or other phase of the development process. 7.
