This letter confirms on June 30, 2023 the Historic Preservation staff approved with
conditions #CA23-40 for the property addressed 312 West Wall Street, legally described as
Block 14, Lot 14A1A, Starr Addition, City of Grapevine to the Grapevine Historic Preservation
Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended, for the
following:
Replace the existing front door with a new Savanah, six-lite, mahogany stained
wood door; repair or replace wood door frame as necessary;
as per the attached specification sheet with the condition a permit is obtained from the
Building Services Department.
An approved CertTcate of Appropriateness is not an approved building permit; a
building permito is not required. Contact the City of Grapevine's Building
Department at 817.410.3165 for fees and information regarding permits.

Meeting attendees: Diana Saldana Property Owner; David Klempin Historic Preservation Officer (HPO); and Kayce
Vanderpool Historic Preservation Secretary.
Preservation Meeting at Convention and Visitors Bureau Conference Room at 9 a.m.:
Diana Saldana wanted to talk to the Historic Preservation Department to discuss the plans for her recently purchased
property. A map of the Historic Township was provided and reviewed. Mr. Klempin gave a brief background of the
property. The house was built in 1956 and one of the previous owners is our current Historic Preservation Commission
Chairman Sean Shope.
In 2018 the previous owners had plans approved at an HPC meeting to expand the house but they never started the
work on the property. The property next door to the east may be a residential house, not only a business. The City of
Grapevine is currently in a legal case RE: Air B&B and other short-term rental companies in an effort to protect the
community and township of Grapevine.
Mr. Klempin told Mrs. Saldana about the Grant opportunity available through the Grapevine Township Revitalization
Program (GTRP) and explained the 2/3 matching grant up to $10,000.00. He reviewed some of the eligible projects;
foundation repair, window & door replacement, siding and other approved exterior repairs.
Mrs. Saldana said she wants to have a wood front door and explained that the current front doors integrity has failed
and needs to be replaced right away. She filled out a Certificate of Appropriateness (CA) and provided information
about the style of door she has chosen. The Historic Preservation Staff can approve the wood front door CA without
taking it to the HPC meeting.
She also asked about the current shed in the rear of the property and asked about adding a bathroom. Mr. Klempin
explained that it would require a CA and a building permit.
A concrete driveway would require a CA. They have the option of using decomposed crushed granite, concrete or both.
The neighboring property has many large trucks coming and going daily, Mr. Klempin said the truck traffic will soon be
stopping and the back yard will be fenced off. It was previously a truck route for Gas and Oil deliveries.
A copy of the Design Guidelines for the West Wall Street Historic District was provided, a copy of the approved Land
Mark Designation documents for #HL04-01 was provided, that included photos and history of the property. A copy of
the Wall Street Ordinance #2004-41 was provided.
The previous owners replaced the windows in the late 80's or early 90's with vinyl windows. Mr. Klempin said they can
stay, but if replaced they must be wood or metal clad wood windows, approved with a CA.
