BRIEFING SESSION Chairman Oliver announced the Planning and Zoning Commission would conduct a briefing session relative to the following cases: CU10-20 PLUCKERS CU10-22 GAYLORD TEXAN HL10-05 KOONCE-SIMMONS HOUSE HL10-06 414 EAST TEXAS STREET to discuss development issues. Consider Conditional Use Application CU10-20 (Pluckers-Grapevine LP)and make a recommendation to the City Council. 2. Consider Conditional Use Application CU10-22 (Gaylord Texan Hotel) and make a recommendation to the City Council. 3. Consider Historic Landmark Subdistrict HL10-05 (Mr. Eric Eicher) and make a recommendation to the City Council. 4. Consider Historic Landmark Subdistrict HL10-06 (Mr. Timothy Rost) and make a recommendation to the City Council. CONSIDERATION OF MINUTES 5. Consider the minutes of the August 17, 2010 Planning & Zoning Commission meetings and take any necessary action. In accordance with Texas Government Code, Chapter 551.001 et seq, Acts of the 1993 Texas Legislature, the Regular Planning & Zoning Commission Meeting Agenda was prepared and posted on this the 17th day of September, 2010 at 5:00 p.m. � Lin a Huff City Secretary P & Z JOINT PUBLIC HEARING SEPTEMBER 21, 2010 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Joint Public Hearing with the City Council, on this the 21st day of September, in the City Council Chambers, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver Herb Fry B J Wilson Monica Hotelling Gary Martin Beth Tiggelaar Wayne Szot Elaine Martin Chairman Vice - Chairman Member Member Member Member Alternate Alternate constituting a quorum with Jimmy Fechter absent and the following City Staff: Scott Williams Ron Stombaugh Albert Triplett Susan Batte CALL TO ORDER Development Services Director Planning and Development Manager Planner II Planning Technician Mayor Tate called the joint meeting to order at 7:33 p.m. and Chairman Oliver called the Planning and Zoning Commission deliberation session to order at 7:59 p.m. INVOCATION AND PLEDGE OF ALLEGIANCE Commissioner Gary Martin delivered the Invocation and led the Pledge of Allegiance. JOINT PUBLIC HEARINGS CONDITIONAL USE APPLICATION CU 10-20 - PLUCKERS WING BAR First for the Commission to consider and make recommendation to City Council was conditional use application CU10 -20 submitted by Pluckers - Grapevine LP for property located at 1709 Cross Roads Drive and platted as Lot 2A, Block 2, The Cross Roads of DFW Addition. The applicant was requesting a conditional use permit to amend the approved site plan of CU94 -26 (Ord. 94 -83) for a planned commercial center along with the possession, storage, retail sale and on- premise consumption of alcoholic beverages (beer, wine and mixed beverages), in conjunction with a restaurant specifically to allow outside dining, outdoor speakers, and two pole signs. a a Mr. Sean Greenberg, the applicant, was available to answer questions and requested favorable consideration. Mr. Greenberg stated that they currently have ten locations. The site will have 6-10 outdoor speakers and a decibel meter is kept on site. With the remodel the occupancy of the building was lowered therefore parking is still within required limits. Discussion was held regarding the need for additional signage. With no further questions, guests to speak, one letter of support and one letter of opposition, the public hearing was closed. In the Commission's deliberation session discussion, B J Wilson moved to approve conditional use application CU10-20. Gary Martin seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, G. Martin, Tiggelaar and Szot Nays: None CONDITIONAL USE APPLICATION CU10-22 - GAYLORD TEXAN Next for the Commission to consider and make recommendation to City Council was conditional use application CU 10-22 submitted by Gaylord Hotels for property located at 1000 Gaylord Trail and platted as Lot 1, Block 1, Opryland Fourth Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU09-33 (Ord. 09-45) for a planned commercial center in conjunction with a hotel, convention center and a pool/waterpark complex, along with the possession, storage, retail sale and on-premise consumption of alcoholic beverages (beer, wine and mixed beverages), specifically to allow temporary signage for the resort pool/event area. Ms. Angela Mitchum, representing the applicant, was available for questions and requested favorable consideration of the application. With no further questions, guests to speak, nor letters or petitions, the public hearing was closed. In the Commission's deliberation session, Herb Fry moved to approve conditional use application CU10-22. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, G. Martin, Tiggelaar and Szot Nays: None HISTORIC LANDMARK SUBDISTRICT APPLICATION HL10-05 KOONCE-SIMMONS HOUSE Next for the Commission to consider and make recommendation to City Council was historic landmark subdistrict application HL10-05 submitted by Eric Eicher for property located at 305 Smith Street and legally described as Tract 628, Abstract 422, William 092110 2 P & Z JOINT PUBLIC HEARING SEPTEMBER 21, 2010 Dooley Survey. The applicant was requesting a historic landmark subdistrict designation to be known as the Koonce - Simmons House. With no further questions, guests to speak, no letters or petitions, the public hearing was closed. In the Commission's deliberation session, Monica Hotelling moved to approve historic landmark subdistrict HL10 -05. Wayne Szot seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, G. Martin, Tiggelaar and Szot Nays: None HISTORIC LANDMARK SUBDISTRICT APPLICATION HL10 -06 - DALTON HOUSE Next for the Commission to consider and make recommendation to City Council was historic landmark subdistrict application HL10 -06 submitted by Timothy & Holly Rost for property located at 414 East Texas Street and platted as Lot A, Rawls and Dalton Addition. The applicant was requesting a historic landmark subdistrict designation to be known as the Dalton House. With no further questions, guests to speak, no letters or petitions, the public hearing was closed. In the Commission's deliberation session, B J Wilson moved to approve historic landmark subdistrict HL10 -06. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, G. Martin, Tiggelaar and Szot Nays: None CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the August 17, 2010 Planning and Zoning joint public hearing. B J Wilson moved to approve the Planning and Zoning Commission minutes of August 17, 2010. Herb Fry seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, G.
