Public Hearing with the City Council, on this the 20th day of April 2010, in the City

Mayor Tate called the joint meeting to order at 7:34 p.m. and Chairman Oliver called the
Planning and Zoning Commission deliberation session to order at 9:51 p.m.
INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner Jimmy Fechter delivered the Invocation and led the Pledge of Allegiance.
JOINT PUBLIC HEARINGS
SPECIAL USE APPLICATION SU10 -01 - CLEAR WIRELESS
First for the Commission to consider and make recommendation to City Council was
special use application SU10 -01 submitted by Clear Wireless for property located at
1900 Minters Chapel Road and legally described as Tract 6H, Abstract 131, William
Bradford Survey. The applicant was requesting a special use permit to amend the
previously approved sit plan of SU00 -19 (Ord. 01 -24) for a 60 -foot monopole tower with
an attached cellular antenna array specifically to establish a new ground lease,
collocation of wireless antennae, and installation of communication equipment in
conjunction with a cell tower.

At the March 16, 2010 public hearing, the request was tabled until April 20, 2010 to
address issues raised by DFW Airport. After Analysis of the original special use
request, staff in consultation with the city attorney, determined that a special use
application was not warranted and that the request may be processed administratively.
Therefore, staff recommended withdrawal of the application.
With no further questions, guests to speak, letters or petitions, the public hearing was
closed.

Next for the Commission to consider and make recommendation to City Council was
conditional use application CU10-04 submitted by Vilbig and Associates for property
located at 2221 Ira E Woods Avenue and platted as Lot 7, Block 1, DFW Business Park.
The applicant was requesting a conditional use permit to amend the previously
approved site plan of CU98-60 (Ord. 99-06) for a nursery and landscaping business,
specifically to allow for one 20-foot pole sign.
Mr. David Vilbig, the applicant, was available to answer questions and requested
favorable consideration.
With no further questions, guests to speak, two letters of support, the public hearing
was closed.
In the Commission's deliberation session, B J Wilson moved to approve conditional use
application CU10-04. Herb Fry seconded the motion, which prevailed by the following
vote:

CONDITIONAL USE APPLICATION CU10-05 - GRAPEVINE LAWN EQUIPMENT
CENTER
Next for the Commission to consider and make recommendation to City Council was
conditional use application CU10-05 submitted by Michael Cantrell for property located
at 204 West Dallas Road and platted as Lot 413, Lipscomb & Daniel Addition. The
applicant was requesting a conditional use permit to allow sales, service and outside
storage of lawn equipment in the "Ll" Light Industrial District within an existing structure.
Mr. Mike Cantrell, the applicant, was available to answer questions and requested
favorable consideration. Mr. Cantrell stated the no junkie mowers would be visible to
the public.

to withdraw the application without prejudice and asked to waive the filing fees to bring
back a new plan. B J Wilson moved to allow the applicant to withdraw planned
development overlay PD10 -02 without prejudice and to waive the filing fees to come
back with alternatives based on the comments. Monica Hotelling seconded the motion,
which prevailed by the following vote:

FINAL PLAT APPLICATION OF STONE BRIDGE OAKS II
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Final Plat Application of Stone Bridge Oaks II submitted
by Anthony Natale for property located at 4601 Euless- Grapevine Road. The applicant
was final platting 19.165 acres to allow 66 single family residential lots.
In the Commission's deliberation session B J Wilson moved to deny the Statement of
Findings and Final Plat Application of Stone Bridge Oaks II. Jimmy Fechter seconded
the motion, which prevailed by the following vote:
Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter, and E. Martin
Nays: None
HISTORIC LANDMARK SUBDISTRICT HL10 -01 AND HL10 -02 - 609 AND 6013 EAST
TEXAS STREET
Next for the Commission to consider and make recommendation to City Council was
historic landmark subdistrict HL10 -01 and HL10 -02 submitted by Mark & Denise Born
for property located at 609 and 613 East Texas Street and platted as Lots 3 and 4,
Block 105, College Heights Addition. The applicant was requesting a historic landmark
subdistrict designation to be known as the Tillery/Smith Homeplace.
With no further questions, guests to speak, no letters or petitions, the public hearing
was closed.
In the Commission's deliberation session, Herb Fry moved to approve historic landmark
subdistrict HL10 -01. Monica Hotelling seconded the motion, which prevailed by the
following vote:

Next for the Commission to consider and make recommendation to City Council was
planned development overlay application PD10-02 submitted by Grenadier Homes for
property located at 4632 Trevor Trail and platted as Stone Bridge Oaks 11. The
applicant was requesting a planned development overlay to amend the previously
approved site plan of PD06-06 (Ord. 06-31) for a townhouse development specifically to
allow the development of 66 detached single family lots.
Mr. Anthony Natale, the applicant, was available to answer questions and requested
favorable consideration, Mr. Natale stated that 24 townhomes had been built and 12
have sold. The market has now changed and about 95% of the buyers want detached
homes. The homes will be one and two story homes and the homeowners association
will maintain the front yards. The City Council and Planning and Zoning Commission
had concerns of blending the existing townhomes with single family homes and the
existing front yard setbacks. Mr. Natale stated that the homes would have the same
setbacks with the occasional front porch extending, an additional five foot. Security
gates will elevate through traffic and help with theft .in the area. There was concern that
gates would hinder public safety equipment in the area.
The following citizens spoke in support of the application:

Ms. Lucienne Allan
Mr. Paul Frederickson, also had concerns regarding police enforcement on private
streets.
Ms. Gloria Currie, had concerns regarding private street maintenance, no street lights in
the neighborhood and the property values with the new development.

FINAL PLAT APPLICATION OF LOT 24R BLOCK 1 ORIGINAL TOWN OF
GRAPEVINE
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Final Plat Application of Lot 24R, Block 1, Original Town
of Grapevine submitted by Mr. Don Gerschick for property located at 316 South Barton
Street. The applicant was final platting 0.35 acres to expand an existing building.
In the Commission's deliberation session B J Wilson moved to approve the Statement
of Findings and Final Plat Application of Lot 24R, Block 1, Original Town of Grapevine
Addition. Monica Hotelling seconded the motion, which prevailed by the following vote:

PRELIMINARY PLAT APPLICATION OF LOTS 1 AND 2 BLOCK 1 KNEAREM
ADDITION
Next for the Commission to consider and make recommendation to the City Council was
the Statement of Findings and Preliminary Plat Application of Lots 1 and 2, Block 1,
Knearem Addition submitted by Mr. Scott Knearem for property located at 1586 South
Gravel Circle. The applicant was preliminary platting 0.458 acres to divide the property
to sell the proposed vacant lot.
In the Commission's deliberation session B J Wilson moved to approve the Statement
of Findings and Preliminary Plat Application of Lots 1 and 2, Block 1, Knearem Addition.
Monica Hotelling seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter, and E. Martin

Next for the Commission to consider and make recommendation to the City Council was

Next for the Commission to consider was parking plan request PP10-01 submitted by
Don Gerschick for property located at 316 South Barton Street and proposed to be
platted as Lot 24R, Block 1, Original Town of Grapevine Addition . The applicant was
requesting approval of a parking plan.
This request was tabled at the March 16, 2010 public hearing to allow the applicant to
provide private parking spaces for their facility.
Mr. Bryan Wilkie representing the applicant informed the Commission that they had
secured three sites for student and staff parking. Tickets and programs will also include
parking information. Portable signage can be provided to inform the public of parking
for their events only.
Monica Hotelling moved to approve parking plan application PP10-01 with the condition
that tickets and programs provide information regarding parking and portable signage is
used to designate parking for their event. B J Wilson seconded the motion, which
prevailed by the following vote:
Ayes: Oliver, Fry, Wilson, Lowery, Hotelling, Fechter, and E. Martin
Nays: None

CONSIDERATION OF MINUTES
Next for the Commission to consider were the minutes of the March 16, 2010 Planning
and Zoning joint public hearing.
Herb Fry moved to approve the Planning and Zoning Commission minutes of March 16,
2010, Planning and Zoning joint pubic hearing as written. Jimmy Fechter seconded the
motion, which prevailed by the following vote:
Ayes: Oliver, Fry, Wilson, Hotelling and Fechter
Nays: None
Abstain: Lowery and E. Martin
ADJOURNMENT
With no further business to discuss, B J Wilson moved to adjourn the meeting at 9:33
p.m., Monica Hotelling seconded the motion which prevailed by the following vote:
