JOINT PUBLIC HEARINGS CONDITIONAL USE APPLICATION CU09 -48 - DINO'S STEAK AND CLAW HOUSE First for the Commission to consider and make recommendation to the City Council was conditional use application CU09 -48 submitted by Izak and Joe Gregory for property located at 342 South Main Street and platted as Lots 6A and 6C1, Block 2, City of Grapevine Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU08 -06 (Ord. 08 -15) to allow the possession, storage, retail sale, and on- premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with a restaurant, specifically to allow outside dining. 031610 1 P & Z JOINT PUBLIC HEARING MARCH 16, 2010 Mr. Joe Gregory, the applicant, was available to answer questions and requested favorable consideration. Martin and Szot Nays: None CONDITIONAL USE APPLICATION CU10 -02 - PALIO'S PIZZA CAFE Next for the Commission to consider and make recommendation to City Council was conditional use application CU10 -02 submitted by Joseph Schneider for property located at 1000 Texan Trail #100 and platted as Lot 1, Block 1, Grapevine Corner Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU07 -31 (Ord 07 -58), specifically to allow outside dining and outdoor speakers in conjunction with a restaurant. Mr. Joseph Schneider, the applicant, was available to answer questions and requested favorable consideration. Mr. Schneider stated that the outdoor speakers would be used for low key Italian jazz music. With no further questions, guests to speak, no letters or petitions, the public hearing was closed. Martin and Szot Nays: None CONDITIONAL USE APPLICATION CU10 -03 - PAPPADEAUX SEAFOOD KITCHEN Next for the Commission to consider and make recommendation to City Council was conditional use application CU10 -03 submitted by Pappas Restaurants for property located at 600 West State Highway 114 and proposed to be platted as Lot 6, Block 1, Hayley Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU97 -44 (Ord 97 -107) for a planned commercial center, specifically to allow the possession, storage, retail sale and on- premise consumption of alcoholic beverages (beer, wine and mixed beverages) outside dining, and a 40 -foot pole sign in conjunction with a restaurant. Mr. David Richards, the applicant, was available to answer questions and requested favorable consideration. Mr. Richards stated that construction plans should be submitted in two to three months. With no further questions, guests to speak, no letters or petitions, the public hearing was closed. In the Commission's deliberation session, Herb Fry moved to approve conditional use application CU10 -03. Martin and Szot Nays: None 031610 3 P & Z JOINT PUBLIC HEARING MARCH 16, 2010 FINAL PLAT APPLICATION OF LOT 6, BLOCK 1, HAYLEY ADDITION Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lot 6, Block 1, Hayley Addition submitted by Ball Street Joint Venture for property located at 600 West State Highway 114. The applicant was final platting 2.788 acres to build a restaurant. In the Commission's deliberation session B J Wilson moved to approve the Statement of Findings and Final Plat Application of Lot 6, Block 1, Hayley Addition. Martin and Szot Nays: None SPECIAL USE APPLICATION SU10 -01 -CLEAR WIRELESS Next for the Commission to consider and make recommendation to City Council was special use application SU10 -01 submitted by Clear Wireless for property located at 1900 Minters Chapel Road and legally described as Tract 6H, Abstract 131, William Bradford Survey. The applicant was requesting a special use permit to amend the previously approved sit plan of S000 -19 (Ord. 01 -24) for a 60 -foot monopole tower with an attached cellular antenna array specifically to establish a new ground lease, collocation of wireless antennae, and installation of communication equipment in conjunction with a cell tower. Due to issues with DFW Airport, staff recommended that special use application SU10- 01 be tabled until the April 20, 2010 public hearing. Public hearing was tabled to April 20, 2010. HISTORIC LANDMARK SUBDISTRICT HL10 -03 - 316 SOUTH BARTON STREET Next for the Commission to consider and make recommendation to the City Council was historic landmark subdistrict application HL10 -03 submitted by Don Gerschick for property located at 316 South Barton Street and proposed to be platted as Lot 24R, Block 1, Original Town of Grapevine Addition. The applicant was requesting a historic landmark subdistrict. Martin and Szot Nays: None END OF PUBLIC HEARING FINAL PLAT APPLICATION OF LOT 2R, BLOCK 1, HAYLEY ADDITION Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lot 2R, Block 1, Hayley Addition submitted by Ball Street Joint Venture for property located at 1401 William D Tate Avenue. The applicant was final platting 2.384 acres to plat three lots in one lot. In the Commission's deliberation session B J Wilson moved to approve the Statement of Findings and Final Plat Application of Lot 2R, Block 1, Hayley Addition. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Fechter, G. Martin and Szot Nays: None FINAL PLAT APPLICATION OF LOT 1, BLOCK 1, A C STONE ADDITION Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Final Plat Application of Lot 1, Block 1, A C Stone Addition submitted by Chesapeake Operations for property located west of Euless - Grapevine Road and north of State Highway 360. The applicant was final platting 3.33 acres for gas well drilling. In the Commission's deliberation session B J Wilson moved to approve the Statement of Findings and Final Plat Application of Lot 1, Block 1, A C Stone. Wayne Szot seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Fechter, G. Martin and Szot Nays: None PARKING PLAN PP10 -01 - 316 SOUTH BARTON STREET Next for the Commission to consider was parking plan request PP10 -01 submitted by Don Gerschick for property located at 316 South Barton Street and proposed to be platted as Lot 24R, Block 1, Original Town of Grapevine Addition . The applicant was requesting approval of a parking plan. 031610 5 P & Z JOINT PUBLIC HEARING MARCH 16, 2010 This request was for consideration of a parking plan to accommodate a 2,198 square foot expansion for a total of 3,638 square feet for the Ohlook Performing Arts Center, which upon completion will have no available parking on -site. The parking plan consists of two components; first, utilizing available public parking on streets and parking lots; and finally, designating when parking demand for Ohlook is expected to be the greatest. Approximately 200 off -site public parking spaces are located within 300 -feet of the subject site. Discussion was held regarding the competition on existing parking in the areas. The area could be becoming saturated with businesses using the public parking during evening and weekend hours. The Commission suggested that the applicant look to private parking lots that would agree to help with the parking. B J Wilson moved to table parking plan application PP10 -01 to the April 20, 2010 meeting to give the applicant a chance to provide private parking spaces for their facility. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Fechter, G. Martin and Szot Nays: None CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the February 16, 2010 Planning and Zoning joint public hearing. Monica Hotelling moved to approve the Planning and Zoning Commission minutes of February 16, 2010, Planning and Zoning joint pubic hearing as written. Jimmy Fechter seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Fechter, G.
