BRIEFING SESSION Chairman Oliver announced the Planning and Zoning Commission would conduct a briefing session relative to the following cases: Z08-13 & CU08-35 GRAPEVINE STATION SU08-06 CHESAPEAKE OPERATING HL08-1 0 CITY OF GRAPEVINE/LOVE CHAPEL AM08-03 AMENDMENTS TO THE ZONING ORDINANCE to discuss development issues. JOINT PUBLIC HEARINGS ZONE CHANGE APPLICATION Z08-13 - RESIDENCE AT GRAPEVINE STATION AND FINAL PLAT APPLICATION OF LOTS 1 RA AND 2R, BLOCK 3, LOTS 2R, 3, 4, AND 5. BLOCK 4, GRAPEVINE STATION ADDITION First for the Commission to consider and make recommendation to the City Council was zone change application Z08-13 submitted by Westwood Group for property located at 1020, 1022, 1024, 1028, 1030 Texan Trail and proposed to be platted as Lots 1 RA, 2R, 012009 P & Z JOINT PUBLIC HEARING JANUARY 20, 200• Block 3 and Lots 2R, 3, 4 and 5, Block 4, Grapevine Station Addition. The applicant was requesting to rezone 15.98 acres from "BP" Business Park and "CC" Community Commercial to "MXU" Mixed Use Development for a mixed use project that included a four-story, 368 unit apartment complex and approximately 80,000 square feet of office and retail space. The applicant, requested to table the applications to the February 17, 2009 public hearing due to changes associated with the site plan for the mixed use project. The public hearing was tabled. CONDITIONAL USE APPLICATION CU08-35 - GRAPEVINE STATION Next for the Commission to consider and make recommendation to the City Council was conditional use application CU08-35 submitted by Westwood Group for property located at 1026, 1034, 1038, 1044, 1046, 1048, 1050, 1052, 1054, 1056 Texan Trail and platted as Lots 1-7, Block 1, Lots 1 RA and 2A, Block 2A, Lot 3, Block 3, Grapevine Station Addition. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU04-02 (Ord. 04-15) for a planned business park, specifically to reduce the planned business park from 23.2 acres to 17.34 acres for the development of a multifamily complex. The applicant, requested to table the application to the February 17, 2009 public hearing due to changes associated with the site plan for the mixed use project. The public hearing was tabled. SPECIAL USE APPLICATION SU08-06 - CHESAPEAKE ENERGY Next for the Commission to consider and make recommendation to the City Council was special use application SU08-06 for property located at 2720 North Grapevine Mills Boulevard and proposed to be platted as Lot 1, Block 1, Grapevine Mills Wells Addition. The applicant was requesting a special use permit to allow for gas well drilling and production in a nonresidential zoning district. Ms. Mercedes Bolan and Mr. Jonathan Faughtenberry, representing the applicant, were available to answer questions and requested favorable consideration of the application. Discussion was held regarding the requested variances to the setbacks to the adjacent apartment complex and the amount of time it would take to drill all five wells. Ms. Bolan stated that noise abatement would be conducted as needed once drilling commences. City Council and Planning and Zoning Commission suggested the applicant meet the ordinance and set a deadline for drilling. Ms. Bolan requested to table the application to the February 17, 2009 public hearing in order to address the concerns. 012009 2 P & Z JOINT PUBLIC HEARING JANUARY 20, 2009 The public hearing was tabled. HISTORIC LANDMARK SUBDISTRICT APPLICATION HL08 -10 - LOVE CHAPEL Next for the Commission to consider and make recommendation to the City Council was the historic landmark subdistrict application HL08 -10 submitted by the City of Grapevine for property located at 300 Turner Road and platted as Lot 22R, North Side Addition. The applicant was requesting a historic landmark subdistrict designation to be known as the Love Chapel Church of God in Christ. Mr. Ross Bannister, Historic Preservation Manager, was available to answer questions and requested favorable consideration of the application. Ms. Eliza Brewer and Reverend Glenn spoke in support of the application. Bryan Avery, had no opinion of the request. In the Commission's deliberation session B J Wilson moved to approve historic landmark subdistrict application HL08 -10. Jimmy Fechter seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Fechter, G. Martin and E. Martin Nays: None PRELIMINARY PLAT APPLICATION OF GRAPEVINE MILLS WELLS ADDITION Next for the Commission to consider and make recommendation to the City Council was the Statement of Findings and Preliminary Plat Application of Grapevine Mills Wells Addition submitted by Chesapeake Energy for property located 2720 North Grapevine Mills Boulevard. The applicant was preliminary platting 33.515 acres for the drilling of gas wells. In the Commission's deliberation session Monica Hotelling moved to table the Statement of Findings and Preliminary Plat Application of Grapevine Mills Wells Addition to the February 17, 2009 meeting. Jimmy Fechter seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Fechter, G. Martin and E. Martin Nays: None CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the December 9, 2008 workshop and December 16, 2008 Planning and Zoning joint public hearing. 012009 3 • • Z JOINT PUBLIC HEARING JANUARY 20, 2001,# B J Wilson moved to approve the Planning and Zoning Commission minutes of December 9, 2008 as written. Herb Fry seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling and Fechter Nays: None Abstain: G. Martin and E. Martin Jimmy Fechter moved to approve the Planning and Zoning Commission minutes of December 16, 2008 as written.
