The applicant is requesting a variance of 500 -square feet, and if approved by the Board, would allow a lot area of 7,000 square feet for an existing lot. Staff finds that a special condition exists for the requested variances. Specifically the College Heights Addition was originally platted ion 1907, predating the City's fist zoning ordinance. Platted and developed lots exist adjacent to the subject site eliminating the possibility to expand the site. The owner intends to expand the existing dwelling from approximately 760 -square feet to approximately 1,215 -square feet. The proposed expansion includes attaching an existing detached structure, located in the rear yard, to the dwelling by a proposed utility room addition. An uncovered deck is proposed on the rear O: \BZA\2012\Cases\BZA 12-07.4 side of the dwelling. In addition to the expanded dwelling, an attached 319-sqaure foot carport is proposed on the east side of the dwelling as shown on the floor plan. The placement of the carport maintains the alignment and setback of the existing detached accessory structure of four feet from the east property line and therefore does not increase the amount of nonconformance on the subject site. The existing distance between the detached structure and the nearest building east of the subject site is twelve feet, which shall be maintained by the proposed carport. The dwelling is five feet from the west property line and the distance between the dwelling and the nearest building west of the subject site is twenty three feet. D. LIMITATION OF USES: 1. No more than three (3) persons unrelated by blood or marriage may occupy residences within an R-7.5 Single Family District. 2.
