The City Council of the City of Grapevine, Texas met in Workshop on this the 13th day of
August, 1997 at 7:00 p.m. in City Council Conference Room, Second Floor, 200 South
Main Street, with the following members present to-wit:
William D. Tate Mayor
Ted R. Ware Mayor Pro Tem
Sharron Spencer Council Member
C. Shane Wilbanks Council Member
Jerry L. Pittman Council Member
Clydene Johnson Council Member
Roy Stewart Council Member
constituting a quorum, with the following members of the City Staff:

CALL TO ORDER
Mayor Tate called the meeting to order at 7:05 p.m.
ITEM 1. GRAPEVINE TOWNSHIP REVITALIZATION PROGRAM DISCUSSION
Interim City Manager Roger Nelson led the City Council in discussion of the Grapevine
Township Revitalization Program (GTRP) guidelines. The GTRP is designed to encourage
restoration of older houses and construction of houses with an old-fashioned flair. The
GTRP encompasses the original township limits that were incorporated in 1907, which is
bordered by Northwest Highway, Dooley Street, Dallas Road and Ball Street.
Engineer Jackie Kleespie reviewed City plans to restore sidewalks and add historic style
lighting in the township area. Funding would come from Tarrant County's 22nd and 23rd
� Year Community Development Block Grants allocated to the City in 1996 and 1997, as well
as City funds. The estimated cost of the project is $337,000.00.
Development Services Director H. T. Hardy reviewed the proposed "HGT" Historic
Grapevine Township District. The proposed zoning district is designed to create a balance
between commercial and residential uses by limiting the kinds of businesses that can

move into neighborhoods in the township district. There was discussion to extend the
historical zoning district boundaries to the east to protect additional homes in the area.
Foundation Director Ron Emrich addressed the City Council regarding the status of the
restoration plans being prepared by ArchiTexas for the Buchner home located at the
intersection of College Street and Scribner Street. He also updated the Council regarding
the search for a restoration coordinator.
- There was no action taken by the City Council.
ADJOURNMENT
Council Member Stewart, seconded by Mayor Pro Tem Ware, offered a motion to adjourn
the workshop at 8:10 p.m. The motion prevailed by the following vote:
