On Tuesday evening, January 15, 2008 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU07-34 - BAJA MEXICAN GRILL - submitted by Gloisa Inc for property located at 1212
William D Tate Avenue and platted as Parcel E, Towne Center Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to add additional square footage to the restaurant. The property is zoned "CC" Community
Commercial and is owned by Greenway -Grapevine Ltd.
CU07-43 - GREAT WOLF LODGE - submitted by Great Wolf Lodge for property located at
1400 State Highway 26 and platted as Lot 1, Block 1, Great Wolf of Grapevine Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan, specifically to allow the addition of a miniature golf course and revise the entry porte-
cochere. The property is zoned "CC" Community Commercial and is owned by Great Wolf
Lodge of Grapevine LLC.
CU07-44 - LUCAS FUNERAL HOME - submitted by JNL Texas Holdings for property
located at 1331 West Wall Street and platted as Block 1, Dellwood Acres Addition. The
applicant is requesting a conditional use permit to allow a funeral home. The property is

SU07-03 - ONCOR ELECTRIC DELIVERY - submitted by Oncor Electric Delivery
Company for property located at 3201 State Highway 360 and proposed to be platted as
Lot 2, Block 1, Grapevine SH 360 Substation Addition. The applicant is requesting a
special use permit to allow the development of a public utility distribution facility and
equipment. The property is zoned "PID" Planned Industrial Development and "R-TH"
Townhouse District and is owned by Robert Schlegel.
FUTURE LAND USE MAP II UPDATE MP07-02 - amending the Official City of Grapevine
Future Land Use Map II for property currently zoned "R -MF -2" Multifamily District located

AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73 - The City Council
and the Commission will consider amendments and changes to the Comprehensive Zoning
Ordinance, No. 82-73, same being Appendix D of the Code of Ordinances as follows:
Section 28, "CBD" Central Business District relative to restaurants as a conditional use and

any other additions, deletions, or changes to various sections, articles and provisions
contained in said Ordinance No. 82-73.

Airport staff has reviewed the proposed application submitted by Great Wolf
Lodge for property located at 1400 State Highway 26 requesting a conditional use
permit to amend the previously approved site plan to allow the addition of a miniature

PROPERTY LOCATION AND SIZE:
The subject property is located at 1400 State
Highway 26, and is platted as Lot 1, Block 1, Great
Wolf Addition of Grapevine. The addition contains a
total of 51.275 acres and has approximately 1,633
feet of frontage along State Highway 121, 528 feet of
frontage along Texan Trail, and 1,811 feet of
frontage along Coppell Road.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of CU07-14 (Ord. 07-34) for a planned commercial center in coniunction with a hotel
and water park along with the possession, storage, retail sale and on -premise consumption
of alcoholic beverages (beer, wine, and mixed beverages) in association with a restaurant
and build_ ina height in excess of 50 -feet, specificaliv to allow the addition of a miniature aolf
course and revise the entry porte-cochere.
With this request the applicant intends to move forward with the construction of the
approximate 23,000 square foot miniature golf course located to the west of the hotel that
was approved in concept by Council at the June 19, 2007 meeting. Also, Great Wolf
Lodge's signature "Howling Wolves" located on the porte-cochere were not shown as part
of any previous elevation plan that has been considered on the subject property and it is
their intent to have this feature shown and approved as part of the site plan associated with

the conditional use permit on the subject property.
PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is under
development as the Great Wolf Lodge.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was rezoned from 1-1 Light Industrial to "Ll" Light Industrial District in
the 1984 City-wide rezoning. It was developed as Harris Graphics prior to the rezoning.
Trencor took over this property in 1984. A variance request BZA94-08 approved the
expansion of the existing building and allowed a variance to the City's masonry
requirements. Conditional Use Request CU95-11 (Ordinance No. 95-34) allowed the
development of a 120 foot by 200 foot concrete storage pad to the east of the existing
building. Conditional Use Request CU97-66 was approved by Council at their January 20,
1998 meeting and allowed for a monument sign with changeable copy as well as a
concrete storage area and testing pit. The property to the north was rezoned from "C-2"
Community Business and "R-1 " Single Family to "PCD" Planned Commerce Development
District and "GU" Governmental Use District, respectively, in the 1984 City-wide rezoning.
The property to the west was rezoned from "C-2" Community Business District to "HC"
Highway Commercial District in the 1984 Citywide rezoning. At the January 18, 2005
meeting the property to the south was rezoned from "PID" Planned Industrial Development
District to "CC" Community Commercial District for future development. The property to
the west was rezoned from "SP" Site Plan District and "HC" Highway Commercial District
to "CC" Community Commercial District at the May 17, 2005 meeting. At the February 21,
2006 meeting a zone change (Z06-01), conditional use permit (CU06-01) and a special use
permit (SU06-01) was approved on the subject site for the Great Wolf Lodge.
Approximately 51.6 acres was rezoned from "LI" Light Industrial District to "CC" Community
Commercial District to accommodate the initial phase (400 rooms) of a 600 room hotel and
water park project with a minimum of 20,000 square feet of conference center space.
Consideration was also give to establish a restaurant with on -premise alcoholic beverage
sales, video games and to exceed the height maximum within the district. At the June 19,
2007 meeting Council considered and approved CU07-14 (Ord. 07-34) for an amendment
to the site plan for the Great Wolf Lodge which included the addition of 200 rooms, a
20,000 square foot meeting space expansion, a 35,000 square foot future expansion to the
water parking and the future addition of a miniature gold course.

The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. The
following types of uses may generally be considered without any special sound treatment:
agricultural uses, mining, fishing, wholesale commercial and some retail; industrial,
manufacturing, transportation, communication and utilities; and cemeteries. The
applicant's proposal is an appropriate uses in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial land use. The
applicant's proposal is in compliance with the Master Plan.

Any changes to a site plan approved with a conditional use or a special use (no matter
how minor or major) can only be approved by city council through the public hearing
process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
