LIFT STATION IMPROVEMENTS
RECOMMENDATION:
City Council to consider award of bid for improvements to the Water Treatment Plant
and Hilton Lift Station to Cooper General Contractors in the amount of $2,382,000.00
and authorize the City Manager as Signatory.

The Water Treatment Plant and Hilton Lift Station require enlarged facilities to keep up
with demand created by growth in the Grapevine Utility System. Freese and Nichols
Inc. recently completed a preliminary design report to verify the extent of the

improvements needed. The preliminary design report identified the following
improvements as necessary:
Ground Storage - The Grapevine Water Treatment Plant is currently rated at an
eight million gallon per day treatment capacity. Treated water is stored in ground
storage tanks to provide for peak water delivery during the day with a storage
capacity of 2.4 million gallons. Growth in the Grapevine service area requires
additional water to assist in meeting water demand peaks during the summer. The
additional tank is 1.2 million gallons.
2. High Service Pumps — These pumps deliver water from the water treatment plant to
the distribution system. Growth has necessitated the installation of additional
pumps and motor control facilities to meet peak demands.
3. Baffling of Ground Storage Tanks — The Texas Commission of Environmental
Quality (TCEQ) requires minimum contact times between treated drinking water and
a disinfecting agent to ensure that all viruses and bacteria are killed. Grapevine
utilizes chloramines as the disinfecting agent. Baffling of the ground storage tanks
increases the contact time and helps ensure compliance with TCEQ rules.
4. Hilton Lift Station — The Hilton Lift Station conveys sewage from the northeast
portion of Grapevine to the Grapevine wastewater treatment plant. Additional
pumps are required to meet increased demand.
A Request for bids was advertised in the Fort Worth Star Telegram on November 7 and
14 and opened on December 7th at 10:00 am. Eight bids were opened and Cooper
General Contractors submitted the low bid in the amount of $2,382,000. The 7 other
bids received were as follows:

The Engineers' estimate of cost of construction was $2,900,000. Freese and Nichols
Inc. conducted a verification of the competency of Cooper General Contractors and
found it to be satisfactory. See attached letter.
Staff recommends award of bid to Cooper General Contractors.

Letter of Recommendation for Award
Dear Mr. Singleton:
On Tuesday, December 7, 2004, bids were opened for the referenced project. Eight bids were
received for this project, with Cooper General Contractors being the apparent low bidder. A
copy of the bid tabulation is attached for your use.
Based on our reference check of the past project experience of the firm and their staff, it appears
that this contractor is experienced and capable of performing the work included in this project.
After consideration of all of the above information, we recommend that the City of Grapevine
award the Water Treatment Plant and Hilton Lift Station Improvements contract to Cooper
General Contractors in the amount of $2,382,000.00.
