SUBJECT: AWARD OF AN ENGINEERING SERVICES CONTRACT FOR
QUALITY ASSURANCE AND TESTING FOR THE GRAPEVINE
WATER TREATMENT PLANT EXPANSION
RECOMMENDATION:
City Council to consider approval of an engineering services contract with Deltatek
Engineering in the amount not to exceed $25,125.00 for construction phase inspection
services on the Water Treatment Plant Expansion project, authorize staff to execute said
contract and take any necessary action.

BACKGROUND:
The Water Treatment Plant and Hilton Lift Station require enlarged facilities to keep up with
demand created by growth in the Grapevine Utility System. The Water Treatment Plant
Expansion scope of construction includes a new 1.2 million gallon storage tank, new high
service pumps, baffles for the existing ground storage tanks and additional pumps for the
Hilton Lift Station.
Deltatek Engineering proposes to provide quality assurance and testing services for the
construction of the improvements at the Water Treatment Plant. The attached contract
would provide for construction phase services for testing of concrete and soils along with
on-site observation for welding and painting of the new and existing ground storage tanks.
The fee is not to exceed $25,125.00.
The unique knowledge and expertise in steel tank design and construction phase testing
allows Deltatek Engineering to provide a high level of service at an economic price for this
project.
Staff recommends approval of the engineering services contract.

GENERAL SCOPE OF SERVICES
GRAPEVINE MUNICIPAL WATER TREATMENT PLANT EXPANSION
City of Grapevine, Texas

PROJECT SUMMARY
The scopes of services consist of Quality Assurance and Testing services for the construction of a 1.3 MG welded steel
clear well and ringwall foundation. Installation of interior baffles in the existing four (4) clear wells including new clear
well. Construction of an open channel concrete flume.
This facility is located at 2600 Fairway Drive, Grapevine, Texas.
Part 1.0 - Construction of 1.3 MG Welded Steel Clearwell
1.01 Ringwall Foundation
1.01.1 Observe the foundation excavation for ringwall foundation. Review installation of
reinforcement to ensure compliance with construction documents.
1.01.2 Provide on-site technician to collect concrete compressive strength cylinders for the tank
support system to include but not limited to the ringwall foundation, and flume.
1.01.3 As a minimum, one set of four cylinders will be collected and tested at 14 day and 28
days for each 30 cubic yards of concrete placed as part of the ringwall foundation.
1.01.4 Test cylinders will be collected and tested for all structural foundation.
1.01.5 Placement of the reinforcement steel and the orientation will be checked for compliance
with the contractor's shop drawings, construction documents, local code, and ACI.
1.02 Soil Density and Compaction
1.02.1 Provide onsite nuclear density tests for the following:
• Fill material within the 94 feet diameter ringwall
+ Fill material 5 feet outside of ringwall
1.03. Steel Fabrication and Erection
1.03.1 Deltatek Engineering shall provide an on-site field representative (shop and field) to
review steel structural installation for new clear well and baffle in all five (5) clear wells.
In addition, inspect installation of roof hatches, gravity vent, and side manways including
overflow system. Perform radiographic tests as required to identify insufficient
penetrations (IP). The radiographic will only performed on submerged surfaces not
including floor plates. Perform visual observation of all welding for adequacy and
workmanship. The steel fabrication will include the following:
• Floor plates lap joints per TCEQ
• Shell plates butt joints and x-ray of weld seams
• Roof rafters, end brackets, gussets, fasteners, and center thrust ring and center column
including base plate
• Roof plates lap joints
• Roof hatches
• Side manway
• Roof gravity vent & insect screen
1.04 Protective Coatings
1.04.1 Deltatek Engineering shall provide on-site inspection to perform quality control
observation for surface preparation and paint application of the tank interior/exterior and
perform all required testing in order to comply with manufacture's data sheet as well as
specifications. The quality control observation shall include metal substrate profile
measurements, wet/dry film thickness measurements, checking surface temperature/dew
point prior to application, Elcometer Adhesion test if required, and holiday detection tests
on tank interior coating system and all interior areas affected by welding for baffle
installation.
