On Tuesday evening, June 21, 2016 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z16-06 Starnes Street — submitted by Briar Pointe LP for property located at 210 & 216
Starnes Street. The applicant is requesting to rezone 0.642 acres from "PO" Professional
Office District to "R-5.0" Zero Lot Line District for the development of two single family lots.
The property is owned by Briar Pointe LP.
CU16-14, PD1 6-05 - Grapevine Porsche — submitted by gff Architects for property located
at 1280 Texan Trail and platted as Lot 2R, Block 1, Park Place Mercedes. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to expand the size of the planned commercial centerto include and additional dealership, a
20 foot pylon sign and two additional monument signs and a planned development overlay
to deviate from but not be limited to a reduction in the masonry requirement from 70
percent to zero percent. The property is zoned CC Community Commercial District and is
owned by DKK West
SU16-02 Chesapeake Energy — submitted by Chesapeake Energy for property located at
3015 East Grapevine Mills Circle and platted as Lots 1A & 113, Block 1, Grapevine Mills
Wells. The applicant is requesting a special use permit to amend the previously approved
site plan, specifically to allow the frac pond to be re -designated as a fresh water pond. The
property is currently zoned HCO Hotel/Corporate Office District and is owned by

PROPERTY LOCATION AND SIZE:
The subject property is located at 701 East Wall
Street and legally described as Tracts 51 A & 51 C1,
Abstract 946, Archibald F. Leonard Survey.
REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS:
The applicant is requesting a Historic Landmark Subdistrict designation for property located
at 701 East Wall Street and legally described as Tracts 51A & 51C1 Abstract 946
Archibald F. Leonard Survey.
The Historic Preservation Commission, at their April 14, 2016 meeting adopted the
preservation criteria for the subject property, no plans have been submitted for
construction.
The larger parcel, the Adams Addition was previously landmarked by the City of Grapevine
in 2005. The applicant requests to landmark this additional property as a part of his Wall
Street Township project. The applicant would follow design guidelines established for the
properties. In all, there will be seven homes constructed on both properties.
The property was owned through the years by a number of Grapevine citizens. Carl and
Frances Wiggins owned the property for several years. Carl owned and operated an
automotive repair shop in the 1990s in the 200 block of South Main Street and Frances
owned and operated the Grapevine Doll Shop which featured an extensive collection of
world class dolls.
PRESENT ZONING AND USE:
The property is currently zoned "R-5.0" Zero -Lot -Line Residential and is currently vacant.

The subject property and the surrounding properties to the north, south, east, and west
were zoned "R-1" Single Family District prior to the 1984 City Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "HC" Highway Commercial — Brown's Automotive
SOUTH: "R-7.5" Single Family Residential — residential structures
EAST: "HC" Highway Commercial — non -conforming residential
WEST: "R-5.0" Single Family Residential — currently vacant
AIRPORT IMPACT:
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a "RL" Residential Low Density land
use. The applicant's proposal is in compliance with the Master Plan.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve the proposed Historic Landmark
Subdistrict overlay to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G —
Grapevine Code of Ordinances), as amended for following properties addressed as:
701 East Wall Street, legally described as abstract 946, Tract 51 a, City of Grapevine.
BACKGROUND:
On April 14, 2016, applicant/owner Kosse Maykus submitted an application for Historic Landmark
designation, #HL16-06, for property located at 701 East Wall Street, City of Grapevine. This vacant
commercial zoned lot was purchased by the applicant as a part of the Wall Street Township Homes
project that was approved last month at the Historic Commission Meeting held on March 23, 2016.
The larger parcel, the Adams Addition was previously landmarked by the City of Grapevine in 2005.
The applicant requests the Commission landmark this additional property as a part of his Wall
Street Township project. The applicant would follow design guidelines established for the property,
in all seven homes that will be constructed on the two property.
The property was owned through the years by a number of Grapevine citizens. Carl and Frances
Wiggins owned the property for several years. Carl owned and operated an automotive repair shop
in the 1990s in the 200 block of South Main Street and Frances owned and operated the Grapevine
Doll Shop which featured an extensive collection of world class Dolls.
Staff recommends approval of the Historic Overlay #HL16-06 to record the history of the property
and to allow the Historic Preservation Commission to have input in the development of the property.
A set of the proposed design guidelines for the property are attached.

An application was filed in the office of Historic Preservation requesting Historic
Preservation Commission approval for Historic Landmark Overlay #HL16-06 for the
property located at 701 East Wall Street, legally described as Leonard Archibald Survey
Abstract: 946 Tract: 51A & 51C1, Grapevine, Texas.
The application was filed for 701 East Wall Street, for the Commission to hold a public
hearing relative to a request for a Historic Landmark #HL16-06. A public hearing
regarding this application will be held by the Historic Preservation Commission on
Wednesday, April 27 at 6:00 PM, in the Grapevine City Hall, 2nd Floor Council Chambers,
200 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for your convenience.
