On Tuesday evening, June 21, 2016 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z16-06 Starnes Street — submitted by Briar Pointe LP for property located at 210 & 216
Starnes Street. The applicant is requesting to rezone 0.642 acres from "PO" Professional
Office District to "R-5.0" Zero Lot Line District for the development of two single family lots.
The property is owned by Briar Pointe LP.
CUI 6-14, PD16-05 - Grapevine Porsche — submitted by gff Architects for property located
at 1280 Texan Trail and platted as Lot 2R, Block 1, Park Place Mercedes. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to expand the size of the planned commercial center to include and additional dealership, a
20 foot pylon sign and two additional monument signs and a planned development overlay
to deviate from but not be limited to a reduction in the masonry requirement from 70
percent to zero percent. The property is zoned CC Community Commercial District and is

The subject property is located at 626 East Wall
Street and platted as Lot 7, Block 101, College
Heights Addition.
REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS:
The applicant is requesting a Historic Landmark Subdistrict designation for property located
at 626 East Wall Street and platted as Lot 7 Block 101 College Heights Addition as the
Buelah Harston House.
The Historic Preservation Commission, at their March 23, 2016 meeting adopted the
preservation criteria for the subject property, no additions/renovations have been submitted
for this property.
The house is set back on the lot, with a lawn in front and framed by mature trees. This
small house and outbuilding totaling 500 sq. ft. were constructed by the Estill family
builders in 1938. The house is built in the Arts and Crafts style popular in the 1930s. The
original four -room house was later expanded with a kitchen/dining area addition on the
west side of the house. The original front porch was enclosed to become a vestibule. A

rear porch was enclosed to become living space. An original outbuilding located to the rear
of the house was added onto several times, to serve as a workshop and as a storage area
for antiques.
The original owner of this lot was Benjamin Richard Wall, one of the most significant
persons in Grapevine history. He served as Grapevine mayor for over 20 years, leading
Grapevine through the WWI and WWII years. He was instrumental in promoting
Grapevine as a great place to live, work and do business. The second owner of this
property and person who built the house in 1938 was Mrs. Buelah Harston. Records
indicate that she had a child, Sammy Harston. Mrs. Harston contracted with the Estill
family to build the house. The Estill's were well respected Grapevine home and school
builders. Buelah married A. J. "Nabby" Thompson in October 1942. Nabby was the son of
Samuel and Phoebe Thompson and the brother of local Grapevine character, Cotton
Thompson. Nabby's given name was Andrew Jackson Thompson; Cotton's given name
was Henry Dorris Thompson (named for Grapevine physician, Dr. Tom Dorris). Another
brother was Hubert Lipscomb Thompson, also named for another Grapevine citizen.
Nabby and Buelah resided at the corner of Wall and Wood Street. Nabby was well known
in the area as a collector of "antiques."

The property is currently zoned "R-7.5" Single Family Residential and is currently used as a
residential structure.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and the surrounding properties to the north, south, east, and west
were zoned "R-1" Single Family District prior to the 1984 City Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "R-5.0" Zero Lot Line — currently vacant
SOUTH: "R-7.5" Single Family Residential — residential structures
EAST: "R-7.5" Single Family Residential — residential structures
WEST: "R-7.5" Single Family Residential — residential structures
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities

such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a "RL" Residential Low Density land
use. The applicant's proposal is in compliance with the Master Plan.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve the proposed Historic Landmark
Subdistrict overlay to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G —
Grapevine Code of Ordinances), as amended for following properties addressed as:
626 East Wall Street, legally described as Lot 7, Block 101 College Heights Addition, City of
Grapevine.

An application was filed in the office of Historic Preservation requesting Historic
Preservation Commission approval for Historic Landmark Overlay #HL16-04 for the
property located at 626 East Wall Street, legally described as Block: 101 Lot: 7, College
Heights Addition, Grapevine, Texas.
The application was filed for 626 East Wall Street, for the Commission to hold a public
hearing relative to a request for a Historic Landmark #HL16-04. A public hearing
regarding this application will be held by the Historic Preservation Commission on
Wednesday, April 27 at 6:00 PM, in the Grapevine City Hall, 2nd Floor Council Chambers,
200 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for your convenience.
