will be placed on the agenda for public hearing at the discretion of the staff. Based on the size
of the agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and interested citizenry.
Public hearings may be continued to the next public hearing. Public hearings will not be
tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or
a special use permit can only be approved by city council through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required riling fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period

Please note on the site plan the property is presently zoned Light
Industrial "LI" District.
2. Please label the adjacent zoning to the west as R-7.5 Single Family
District.
3. Please note on the site plan the following: The site and lease area
for Special Use application SU99-03 will become void and will be
replaced by the lease area and equipment associated with SU08-
01. All ground equipment associated with SU99-03 shall be
removed.
4. Please include Case Number - SU08-01 within the title block on each
sheet.
5. Please add a graphic scale and number each sheet in consecutive order.
6. Please provide the following in a chart on sheet A.1: area of existing lease
area vs. proposed leased area; height of existing equipment vs. proposed
equipment and the height of the existing antenna.
7. Please provide the distance of the proposed shelter to the west and east
property lines.
8. The final revision needs to clearly depict the existing conditions of the
entire lot. Please provide the as -built conditions of the entire lot, including
the existing building and parking as well as the temporary construction
trailer as shown on the survey sheet which is referenced on sheet A.1.
Also indicate the approximate location of the unimproved driveway which
provides access to the lease area.
9. Please add Texan Trail to the street names shown on the vicinity map and
sheet A.1.
10. Please note the sound level produced by the external air conditioning units
attached to the proposed shelter may not exceed 55db and 47db from
7am - 10pm and 10pm - 7am respectively. Please provide a note on
sheet A.1 adhering to this requirement.
11. Please note any proposed lighting associated with the proposed shelter
may not exceed 0.2 footcandles adjacent to the west property line. Please
provide a note on sheet A.1 adhering to this requirement.
12. Any proposed fencing needs to be reflected on sheet A.2 with the height
of the fence and the type of material proposed.
13. Please label the height of the existing antenna, the height of the proposed
shelter along with the type of exterior material proposed as shown on
sheet A.2.
14. Please ghost in on sheet A.1 the location of the existing utility easement
adjacent to the west property line as well as the existing TP&L easement
which encompasses the subject site.
15. Sheets E.1, G.3, G.2, G.1 and D.2 may be omitted from the revised final
submittal.
The above comments must be reflected in the revised submittal,
which is due by Thursday, March 27 at 12:00 p.m. for the April 15
public hearing. Please submit the revised documents to the Department
of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) Mylar of each sheet (minimum size 22" x 34")
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

On Tuesday evening, April 15, 2008 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z08-02 — 210 WEST WORTH STREET - submitted by Izak & Joe Gregory for property
located at 210 West Worth Street and platted as Lots 4A & 413, Block 2, City of Grapevine
Addition. The applicant is requesting rezone 0.327 acres from "R-7.5" Single Family
Residential to "CBD" Central Business District for the development of a public parking lot
for Dino's Steak House. The property is owned by Izak & Joe Gregory.
Z08-03 & CU08-08 — GRAPEVINE DODGE - submitted Chrysler Realty Company for
property located at 2601 William D Tate Avenue and proposed to be platted as Lot 1 R,
Block 1, Frank Parra Addition. The applicant is requesting to rezone 2.231 acres from
"CC" Community Commercial to "PID" Planned Industrial Development and a conditional
use permit to amend the previously approved site plan, specifically to enlarge the site for
vehicle storage. The property is owned by The Estates of A C and Audrey Stone.
CU08-06 — DINO'S STEAK HOUSE - submitted Dino's Restaurant for property located at
342 South Main Street and platted as Lots 6A and 6C1, Block 2, City of Grapevine
Addition. The applicant is requesting a conditional use permit to allow a restaurant with the
possession, storage, retail sale and on -premise consumption of alcoholic beverages (beer,
wine, and mixed drinks) in conjunction with a restaurant. The property is zoned "CBD"
Central Business District and is owned by Gregory Investments.
CU08-07 — TEXAS TOYOTA - submitted TXVT Development, Inc. for property located at
316 East Dallas Road and platted as Lot 1 R1, Block 1, M & H Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to change the use to an automotive repair/collision repair center for Texas Toyota with
outside vehicle storage. The property is zoned "Ll" Light Industrial District and is owned by
Hayes Leasing Company.
CU08-09 — INWOOD ESTATES VINEYARDS, INC - submitted by Inwood Estates
Vineyards for property located at 603 South Main Street #303 and platted as Lot C, Block
15, City of Grapevine Addition. The applicant is requesting a conditional use permit to
allow a wine tasting facility with on -premise and off -premise consumption of alcoholic
beverages (wine only) located within Mawker Coffee Shop. The property is zoned "CBD"
Central Business District and is owned by Harry Hines Medical Center.
SU08-01 — VERIZON WIRELESS - submitted by Zone Systems for property located at
1060 Texan Trail and platted as Lot 1, Block 1, TWK Addition. The applicant is requesting
a special use permit to amend the previously approved site plan for an existing unmanned
cellular facility. The property is zoned "LI" Light Industrial District and is owned by Lead
Concepts Inc.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

Because you are a property owner within 200 feet of the subject tract of land as

Purpose of Request:
The public hearing is to consider an application submitted by Zone Systems for property

PROPERTY LOCATION AND SIZE:
The subject property is located at 1060 Texan Trail
and is platted as Lot 1, Block 1, TWK Addition. The
addition contains 1.932 acres and has approximately
580 feet of frontage along Texan Trail.
REQUESTED SPECIAL USE AND COMMENTS:
The applicant is requesting a special use permit to amend the previously approved site
plan of SU99-03 (Ord. 99-73) for an existing unmanned cellular facility specifically to
enlarge the equipment shelter and lease space of the site. No new antennas shall be
added to this facility.
Special Use SU99-03 was approved at the May 4, 1999 meeting and allowed the
placement of additional equipment cabinets to the site. Currently located on the site is an
antenna array located atop a 105 -foot electrical transmission tower with the accessory
unmanned, equipment cabinets located adjacent to the tower. With this request the
applicant proposes to increase the size of the lease area from approximately 68 square
feet to 600 square feet in order to accommodate a 10.75 foot high 16 -foot x 11.66 -foot
masonry equipment shelter. The applicant is requesting the larger equipment shelter in
order to enhance the existing phone service.

PRESENT ZONING AND USE:
The property is currently zoned "LI" Light Industrial District with a special use permit for the
collocation of telecommunications equipment on an existing electrical transmission tower.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and surrounding properties to the east and south were rezoned in the
1984 City Rezoning from 1-1" Light Industrial to "LI" Light Industrial District. The property
to the north was rezoned from "C-2" Community Business District and "R-3" Multi -Family
District to "PID" Planned Industrial Development and has remained undeveloped. A
special use permit for the collocation of a 6 -ft antenna array on a 99 -ft. electrical
transmission tower (SU96-03) was approved in May 1996. At the May 4, 1999 meeting
Council approved SU99-03 which allowed the placement of additional accessory
equipment cabinets for the operation of the cellular facility.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "PID" Planned Industrial District — Undeveloped Box property.
SOUTH: "LI" Light Industrial District —MDM Scaffolding Services
EAST: "LI" Light Industrial District — Freight Forwarding Warehouses
WEST: "R-7.5" Single Family Residential District—Sunshine Harbor Addition
AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,
the following uses may be considered only if sound treatment is included in building design:
multi family apartments, motels, office buildings, movie theaters, restaurants, and personal
and business services. Single family residential and sound sensitive uses such as schools
and churches should avoid this zone. The proposed use is an appropriate use in this noise
zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as Industrial Land Use. The existing
development and the proposed addition of equipment building complies with the Master
Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates this portion of Texan Trail as a Type A, Major Arterial

Dear Mr. Kavanagh,
This letter is to verify that your request for a special use permit to amend the previously
approved site plan of SU99-03 (Ord. 99-73) to allow the collocation of cellular antennas
and an equipment cabinet, specifically to install an equipment shelter and enlarge the
lease space of the site located at 1060 Texan Trail and platted as Lot 1, Block 1, TWK
Addition was approved by the City Council on April 15, 2008. A copy of Ordinance 2008-
21 and a copy of the approved site plan are enclosed.
On April 15, 2008, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Special Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Special Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.

STATEMENT
There is an existing Verizon Wireless site at 1060 ci. rg , 17 on the TWK Addition,
Lot 1, Block 1. The monopole is also property of TXU and on an easement owned by them. At
the base of the pole is an 8' x 8' equipment shelter. Verizon needs to replace this with one that
measures 11'-8" x 16'. Because of the shelter enlargement, the lease area is also enlarging,
sparking the reason to revise the SUP. The zoning of this property is Light Industrial (LI). The
proposed construction will not do any harm to the neighborhood's value, use, or enjoyment of
the property since there is an existing shelter there.
