Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required riling fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

CITY OF GRAPEVINE, TEXAS
On Tuesday evening, January 15, 2008 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU07-34 - BAJA MEXICAN GRILL - submitted by Gloisa Inc for property located at 1212
William D Tate Avenue and platted as Parcel E, Towne Center Addition. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to add additional square footage to the restaurant. The property is zoned "CC" Community
Commercial and is owned by Greenway -Grapevine Ltd.
CU07-43 - GREAT WOLF LODGE - submitted by Great Wolf Lodge for property located at
1400 State Highway 26 and platted as Lot 1, Block 1, Great Wolf of Grapevine Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan, specifically to allow the addition of a miniature golf course and revise the entry porte-
cochere. The property is zoned "CC" Community Commercial and is owned by Great Wolf
Lodge of Grapevine LLC.
CU07-44 - LUCAS FUNERAL HOME - submitted by JNL Texas Holdings for property
located at 1331 West Wall Street and platted as Block 1, Dellwood Acres Addition. The
applicant is requesting a conditional use permit to allow a funeral home. The property is
zoned "PO" Professional Office and is owned by Grapevine -Wall Street Partners 1.
SU07-03 - ONCOR ELECTRIC DELIVERY - submitted by Oncor Electric Delivery
Company for property located at 3201 State Highway 360 and proposed to be platted as
Lot 2, Block 1, Grapevine SH 360 Substation Addition. The applicant is requesting a
special use permit to allow the development of a public utility distribution facility and
equipment. The property is zoned "PID" Planned Industrial Development and "R-TH"
Townhouse District and is owned by Robert Schlegel.
FUTURE LAND USE MAP II UPDATE MP07-02 - amending the Official City of Grapevine
Future Land Use Map II for property currently zoned "R -MF -2" Multifamily District located
east of Wood Street between East Wall Street and East Worth Street.
AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73 - The City Council
and the Commission will consider amendments and changes to the Comprehensive Zoning
Ordinance, No. 82-73, same being Appendix D of the Code of Ordinances as follows:
Section 28, "CBD" Central Business District relative to restaurants as a conditional use and

any other additions, deletions, or changes to various sections, articles and provisions
contained in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

The subject property is located at 3201 State Highway

The request is to establish a new Oncor Electric Delivery substation. The equipment will
be contained within a 195' x 398' screened area. Screening for the equipment will be
achieved by an eight foot masonry wall. The gated entrance to the screened portion of the
site is approximately 100 feet north of the State Highway 360 Service Road.
PRESENT ZONING AND USE:
The property is currently zoned "PID" Planned Industrial Development District and "R-TH"
Townhouse District and is not developed.

HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was zoned 1-2" Heavy Industrial prior to the 1984 City wide rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "PID" Planned Industrial District — Pavestone
SOUTH: "PID" Planned Industrial District — State Highway 360
EAST: "PID" Planned Industrial District - Vacant

AIRPORT IMPACT:
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.

The Master Plan designates the subject property as a commercial land use. The

This letter is to verify that your request for a special use permit to allow the development of a
public utility distribution facility and equipment located at 3201 State Highway 360 and platted
as Lot 2, Block 1, Grapevine SH 360 Substation was approved by the City Council on January
15, 2008. A copy of ordinance 2008-05 and a copy of the approved site plan are enclosed.
On January 15, 2008, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no matter
how minor or major) can only be approved through the public hearing process.
No Special Use Permit shall be valid for a period longer than one (1) year from the date on
which the Site Plan Review Committee grants the Special Use, unless within such one (1) year

RE: Oncor Grapevine SH 360 Substation - Request for SUP
To Whom It May Concern:
On behalf of Oncor Electric Delivery Company, Halff Associates is requesting a special use
permit for the allowance of an electrical substation to be located on Lot 2, Block 2 of the HCB
Addition situated in the G.M, Bell Survey, Abstract No. 234 within the City of Grapevine, Tarrant
County, Texas.
Located within the P.I.D zoning, the substation shall comply with the light industrial
requirements of a 30 -foot front and rear setback, and 15 -foot side setback. The substation
shall be screened with a masonry wall on all four sides to uphold the aesthetic integrity of the
site, and shall comply with landscape requirements outside of the screening wall. The new
Oncor Electric Delivery Company Grapevine SH 360 Substation is being constructed to
relieve the loading on the existing Grapevine Street Substation, and the majority of the
load on the substation will be from within the City of Grapevine. However, in order to
provide a reliable system, Oncor Electric Delivery substations are interconnected to other
substations in the area which can provide an emergency backup. This back up power may
flow in either direction depending on need. In complying with the City of Grapevine and
Oncor Electric Delivery design standards, precautions have been insured to provide a safe
and environmentally friendly site.
In meeting the City of Grapevine zoning requirements, providing an aesthetically
friendly site, and alleviating electrical load demands, we humbly request that a special use
permit be granted for the proposed Oncor SH 360 Electrical Substation.

3. Maintenance of facilities constructed hereunder shall be the responsibility of the Permittee, and the State reserves the right to
require any changes, maintenance or repairs as may be necessary to provide protection of life or property on or adjacent to
the highway. Changes in design will be made only with approval of the State.
4. The Permittee shall hold harmless the State and its duly appointed agents and employees against any action for personal
injury or property damage sustained by reason of the exercise of this permit.
5. Except for regulatory and guide signs at county roads and city streets, the Permittee shall not erect any sign on or extending
over any portion of the highway right of way, and vehicle service fixtures such as fuel pumps, vendor stands, or tanks shall be
located at least 12 feet from the right of way line to ensure that any vehicle services from these fixtures will be off the highway
right of way.
6. The State reserves the right to require a new access driveway permit in the event of a land use change or change in driveway
traffic volume or vehicle types.
7. This permit will become null and void if the above -referenced driveway facilities are not constructed within six (6) months from
the issuance date of this permit.
8. The Permittee will contact the State's representative
telephone, ( ) , at least twenty-four (24) hours prior to beginning the work authorized by this permit.

Access Driveway Regulations
The Texas Transportation Commission, in recognition of its responsibility for the safety and utility of public highways under its
jurisdiction, has directed the department to adopt access driveway standards to accomplish a coordinated development between
highways and abutting property. For this purpose, the booklet entitled "Regulations for Access Driveways to State Highways", was
published and adopted, setting out departmental policies to regulate construction and maintenance of access driveway facilities.
