Application of site plan approval (Section 47, see attached Form `B').
The site plan submission shall meet the requirements of Section 47, Site Plan Requirements.
All conditional use and special use applications are assumed to be complete when filed and will be placed on the agenda for public hearing
at the discretion of the staff. Based on the size of the agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and interested citizenry. Public hearings may be continued to the
next public hearing. Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or special use permit can only be approved by
city council through the public hearing process.

All Conditional Use and Special Use Applications are assumed to be complete when filed and
will be placed on the agenda for public hearing at the discretion of the staff. Based on the size
of the agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and interested citizenry.
Public hearings may be continued to the next public hearing. Public hearings will not be
tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or
a special use permit can only be approved by city council through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

CITY OF GRAPEVINE, TEXAS
On Monday evening, June 23, 2008 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z07-08 - CITY OF GRAPEVINE - submitted by City of Grapevine for properties located
within the City not currently zoned "GU" Governmental Use District. The subject properties
are currently zoned "HC" Highway Commercial, "CBD" Central Business District, "LI" Light
Industrial, and "R-7.5" Single Family Residential and are generally located south of
Northwest Highway, east of Ball Street, west of Dooley Street, and north of State Highway
114. All properties are owned by City of Grapevine.
Z08-01/MP08-01 - CITY OF GRAPEVINE - submitted by City of Grapevine for property
located generally west of North Main Street, between West Peach Street and Banyan
Drive. The applicant is requesting to rezone the properties from "R -MF -1" Multifamily and
"CN" Neighborhood Commercial to "R-5.0" Zero -Lot -Line and amend the City's Future
Land Use Plan for this area to medium density residential development. The property is
owned by multiple owners.
Z08-04 - CITY OF GRAPEVINE - submitted by City of Grapevine for property located
generally east of Wood Street, between East Wall Street and East Worth Street. The
applicant is requesting to rezone the properties from "R -MF -2" Multifamily and "R-5.0" Zero -
Lot -Line to "R-7.5" Single Family to conform with the Future Land Use Map. The property
is owned by multiple owners.
SU08-03 — VERIZON WIRELESS - submitted by Zone Systems for property located at
1800 State Highway and platted as Lot 1, DFW Hilton Addition. The applicant is
requesting a special use permit to allow the collocation of cellular antenna's and an
equipment cabinet. The property is zoned "HCO" Hotel Corporate Office and is owned by
Somera DFW Lakes.
AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73 - The City Council
and the Commission will consider amendments and changes to the Comprehensive Zoning
Ordinance, No. 82-73, same being Appendix D of the Code of Ordinances as follows:
Section 12, Definitions, Section 23, "LB" Limited Business, Section 24, "CN" Neighborhood
Commercial, Section 25, "CC" Community Commercial, Section 26, "HC" Highway
Commercial, Section 27, "PO" Professional Office, Section 28, "CBD" Central Business
FA
District, Section 29, "HCO" Hotel/Corporate Office and Section 32, "BP" Business Park
Districts relative to call centers and any other additions, deletions, or changes to various
sections, articles and provisions contained in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City -approved tax rolls, you received this notice. If you cannot or
do not wish to attend the hearing, the attached form is provided for your
convenience. If owners of more than 20% of the property within 200 feet of the
subject tract object to the case, a 3/4 vote of the City Council is required to approve
the request.
Purpose of Request:
The public hearing is to consider an application submitted by Zone Systems for property
located at 1800 State Highway and platted as Lot 1, DFW Hilton Addition. The applicant is
requesting a special use permit to allow the collocation of cellular antenna's and an
equipment cabinet. The property is zoned "HCO" Hotel Corporate Office and is owned by
Somera DFW Lakes. A copy of the site plan is on file with the Department of Development
Services.

REQUESTED SPECIAL USE AND COMMENTS:
The applicant is requesting a special use permit to allow for the attachment of a cellular
antenna array and an equipment cabinet on the rooftop of the north tower penthouse area
of the DFW Hilton Hotel.
The cellular antenna array will be mounted on the rooftop and project above the roofline.
The new 14 x 18 foot lease area will contain a cabinet six feet in height mounted atop a 10
x 14 x 2 foot platform.
PRESENT ZONING AND USE:
The property is currently zoned "HCO" Hotel Corporate Office District and is developed as
the D/FW Hilton Hotel.

The subject and surrounding property were rezoned in the 1984 City Rezoning from 1-1 ",
Light Industrial to "HCO", Hotel/Corporate Office District and "PID", Planned Industrial
Development District. The property to the north was rezoned (Z95-13) to "CC", Community
Commercial District on October 17, 1995. The property to the north was granted a
Conditional Use Permit CU95-36 for development of a planned commercial center in
excess of 1,000,000 square feet of gross leasable area and conditional use pole signs.
Subsequent conditional use requests have been approved for the property to the north and
it is developed as Grapevine Mills Mall.
The property to the south and east were rezoned from "PID" Planned Industrial
Development District to "CC" Community Commercial District through Zone Change
Request Z99-13. This property remains undeveloped.
The property to the east was developed as Phase II of the Grapevine Mills Mall through
Conditional Use Request CU97-61. This property is developed as Bass Pro Shops and the
Embassy Suites Hotel. Development adjacent to this property has resulted in the
construction of a Whataburger Restaurant and a Fuddrucker's Restaurant. Special Use
Request S000-15 (Ord. 00-107) was approved at the October 17, 2000 meeting and
allowed for a sled -mounted cellular array and associated equipment to be mounted on the
north wing penthouse area at the DFW Hilton for Voicestream Wireless. Special Use
Request SU01-06 (Ord. 2001-76) was approved at the September 18, 2001 meeting and
allowed for a sled -mounted cellular array and associated equipment to be mounted on the
south wing penthouse area at the DFW Hilton Hotel for Nextel of Texas. Special Use
Request SU01-09, approved by the Site Plan Review Committee on December 12, 2001,
allowed for the relocation of a cellular antenna array accessory equipment building.
SURROUNDING ZONING AND EXISTING LAND USE:

AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,
the following uses may be considered only if sound treatment is included in building design:

multi family apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
The Master Plan designates the subject property as a Commercial land use. The
applicant's proposal is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates this portion of State Highway 26 as a Type A, Major
Arterial that requires a minimum 100 -foot right-of-way and is developed with six lanes and
a median.

Dear Mr. Kavanagh,
This letter is to verify that your request for a special use permit to allow the collocation of a
cellular antenna array and an equipment cabinet on the rooftop of the north tower
penthouse area of the DFW Hilton Hotel on property located at 1800 State Highway 26 and
platted as Lot 1, DFW Hilton Addition was approved by the City Council on June 23, 2008.
A copy of Ordinance 2008-33 and a copy of the approved site plan are enclosed.
On June 23, 2008, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Special Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Special Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.

Letter of Intent
Verizon Wireless requests approval of a Specific Use (SU) to attach cellular antennas to the roof
of the Hilton Hotel in Grapevine at 1800 SH 26. The current zoning is HCO. The lot is platted
as DFW Hilton Addition, Lot 1. There are already two (2) other telecommunications carriers on
the roof of the hotel. Locating Verizon Wireless antennas here will increase and improve
coverage for patrons at Grapevine Mills Mall and at the nearby hotels. The proposed
construction will not do any harm to the neighborhood's value, use, or enjoyment of the property
since most of the equipment will not be visible.
