SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A HEAVY
VEHICLE MOBILE LIFT SYSTEM THROUGH AN INTERLOCAL
AGREEMENT WITH THE TEXAS LOCAL GOVERNMENT
PURCHASING COOPERATIVE
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of two heavy vehicle
mobile lift system units from Automotive Resources, Inc. through an existing Interlocal
agreement with the Texas Local Government Purchasing Cooperative in an amount not
to exceed $98,162.00.
FUNDING:
Funds are available in account 325-48860-00000007 Lease Fund/Machinery &
Equip...............................................................................................................$100,000.00
BACKGROUND:
On January 18, 2005, City Council authorized a Design Build Contract with Speed Fab -
Crete, which included the expansion of the Municipal Service Center Fleet Bay Area.
This proposed Mobile Lift System purchase will serve the new bays which will be
constructed as part of this expansion. Staff determined during the planning process of
the expansion that the City would be better served by a mobile lift system rather than
installing a permanently fixed Hydraulic Lift System. The same lift system was
purchased several years ago for the existing bays. It has operated flawlessly since its
purchase.
The purpose of this resolution is to approve the purchase of two heavy vehicle lifting
system units to lift heavy equipment such as fire trucks. The equipment is a 6 -post
system that has a 90,000 Lb. capacity and can handle any vehicle currently in the City
fleet. City Council approved the purchase during the budget process. To insure that the
City is receiving best value pricing, Staff checked other contract pricing through Federal
contracts and found that the same unit under the GSA contract was $3,610.68 per unit
higher that the buyboard contract.
This procurement will be under the Inter -local Cooperation Act, Chapter 791, (Texas
Local Government Code) that states that any entity participating through an inter -local
agreement satisfies all bidding requirements under State law. Council approved an
interlocal agreement with the Texas Local Government Purchasing Cooperative and
participation in the Cooperative's annual agreements during the Council meeting on
September 18, 2001. The Texas Association of School Boards administer the program
and both the Texas Municipal League and the Texas Association of Counties sponsor
the program. Staff will make this purchase through the Cooperative's e-commerce
Internet Web site at www.buyboard.com.
Staff recommends approval of the purchase from Automotive Resources, Inc. through
the interlocal contract with the Texas Local Government Purchasing Cooperative.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNATE TO PURCHASE
TWO MOBILE LIFT SYSTEM UNITS THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT WITH THE
TEXAS LOCAL GOVERNMENT COOPERATIVE AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Texas Local Government Purchasing Cooperative is a qualified
entity as authorized by Section 271.101 of the Texas Local Government Code; and
WHEREAS, the City of Grapevine, Texas, has an established Interlocal Agreement
with the Texas Local Government Purchasing Cooperative and wishes to utilize
established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Texas Local Government Purchasing Cooperative has established
a contract with Automotive Resources, Inc. for the following items:
2 Ea 6 -Post 90,000# Capacity Mobile Lift System (HDML-8-6-2) $46,469.00/ea
8 Each Support Stands (AB -6-20) $ 535.00/ea
8 Each Reduction Sleeves (EP -2) $ 118.00/ea
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the mobile lifting units from Automotive Resources, Inc. for a total cost not to exceed
$98,162.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said mobile lifting units.
