SUBJECT: APPROVAL OF THE EMERGENCY PURCHASE AND
INSTALLATION OF HVAC EQUIPMENT FOR THE
CONVENTION CENTER AND THE RESOLUTION THAT
RATIFIES THE INITIAL PURCHASE
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of HVAC Equipment
for the Convention Center from Brandt Service Company in the total amount of
$16,929.00.

BACKGROUND:
This purchase is being made as an emergency purchase in accordance with Local
Government Code Chapter 252, Subchapter B, Section 252.022 (a) (2). This chapter of
the code allows an exemption from normal bidding procedures in situations that could
endanger the public safety, equipment or buildings of the municipality.
In December, two HVAC units failed during a cold period. Meeting rooms at the
Convention Center were in use at the time. Because the Center was booked, it was
impossible to move the meetings in progress to a different room or area of the Center.
Convention Center personnel were advised that continuing to use the old units could
create a carbon monoxide risk to the occupants of the Center.
Because of the critical nature of the problem and the possibility of putting the public in
danger, Staff contracted with Brandt Engineering to replace the units.
Staff requests approval of the resolution to ratify the purchase in the total amount of
$16,929.00.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE RATIFICATION OF STAFF
PURCHASE AND INSTALLATION OF HVAC EQUIPMENT
FOR THE CONVENTION CENTER AND AUTHORIZING THE
CITY MANAGER TO EXECUTE SAID CONTRACTS AND
DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine Convention Center HVAC Equipment failed and
required replacement; and
WHEREAS, the failure of the equipment presented an immediate danger to the
public, equipment and building of the City of Grapevine due to cold weather and possible
carbon monoxide contamination; and
WHEREAS, the City of Grapevine Staff considered it necessary to replace the
equipment with new units at the Convention Center.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine ratifies and authorizes
the purchase and installation of the HVAC Equipment for a total not to exceed $16,929.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 1st day of March, 2005.
