SUBJECT: FEES FOR BOAT RAMP PASSES AND MODIFICATIONS TO
SILVER LAKE CAMPGROUND POLICIES
RECOMMENDATION:
The Parks & Recreation Advisory Board and staff recommend the City Council approve
the following modifications to the fees for annual boat ramp usage and to the policies
relating to the reservations of camp sites at the Silver Lake Campground. The
recommendations are:
Boat Ramp Passes Approve a discount of $15 off the original fee for a second
annual pass for a family
Camping Reservations Approve a policy that during the summer camping season
(April 1st through September 30th) that visitors must reserve a
camping site for both Friday and Saturday nights and that on
a three-day holiday weekend, that the visitor must reserve a
camping site for three nights.
BACKGROUND:
Silver Lake Campground was originally leased from the Corps of Engineers (C.O.E.) on
October 1, 2002. After four six-month lease agreements, the City of Grapevine entered
into a 25 -year lease of the campground effective October 1, 2004. Except for raising the
camping fees slightly and initiating a visitor fee, the city has managed the operation of
the campground using the rules and regulations as followed by the C.O.E.
As experience and knowledge of the campground industry standards have been
realized, staff has seen the need to modify some of the fees, policies, and regulations.
These modifications will allow the campground to be more consistent with the industry,
and result in minor increases in certain revenue categories. Below is some background
on the recommendations.

Annual Boat Ramp Passes:
Currently, if customers need to have a second annual boat ramp pass, they must pay full
price for it. Surveys have shown that it is customary to discount a second pass. Annual
passes are now selling for $35 for residents, seniors, and disabled, and $75 for non-
residents. Staff recommends a discount of $15 off the original price, for a second annual
pass to the same drivers license number for all categories of buyers.
Weekend Reservation Policy:
The current policy states that a camper may reserve any available site for 1 to 14 days,
up to 42 consecutive days during the Summer Season (April 1 through Sept. 30th) and
up to 120 consecutive days during the Winter Season (Oct. 1 through March 31S)
Some campers reserve a site for only one night on a weekend and it is difficult to rent
the site for the other night as most campers want to reserve a site for both nights on the
weekends. When a holiday falls on a weekend the issue is compounded. Staff
recommends that during the summer season only that reservations taken for a Friday
rental must include a Saturday rental.
Staff further recommends that during the summer season only that reservations made
on a three-day holiday weekend must be for three nights.
