SUBJECT: APPROVAL OF AN ANNUAL CONTRACT TO PROVIDE
SWIMMING POOL CHEMICAL SERVICES FOR THE PARKS
AND RECREATION DEPARTMENT
RECOMMENDATION:
City Council to consider a contract award to Ecolab Center, Inc. to establish an annual
contract for swimming pool chemical services to be rendered on a scheduled basis. The
total annual cost will be limited to the budgeted amount for this service.
FUNDING SOURCE:
Funds for this service were budgeted in account 100-42205-312-5 General Fund/
Grounds Maintenance/Aquatics........................................................$18,600.00
BACKGROUND:
Staff solicited three written quotations for this purchase. House Bill 197 raised the formal
bid limit requirement from $15,000 to $25,000. City Purchasing Policy requires at least
three written quotations for purchases between $3,000 and $25,000. Advertisements are
not required.
This contract will provide scheduled maintenance services of the various chemicals
required to operate the municipal swimming pools. Staff solicited three written quotations
for the service. Two quotations were received. One was from Ecolab Center, Inc. and
one from D.C.C., Inc. The bid from D.C.C., Inc. was a no bid. Staff contacted D.C.C. to
find out the reason they were unable to bid. They indicated they could only provide a
liquid bleach verses the dry form of calcium hypochlorite specified in the quotation
documents. Parks and Recreation staff indicate that the tablet dry form is specified
because of unsatisfactory water chemistry results of using liquid bleach in the past. Staff
indicates that the liquid bleach tends to raise the pH level of the water and is more
hazardous to work with as compared to tablets.
Ecolab Center, Inc. provided this service in the past and has performed satisfactorily.
Staff recommends approval of the bid from Ecolab Center, Inc. in the annual amount of
$18,600.00.
