HomeMy WebLinkAboutItem 12 - Mobile Video SystemITEM I! 12, MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER U '� " MEETING DATE: APRIL 19, 2005 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE A MOBILE VIDEO SYSTEM FOR THE POLICE DEPARTMENT THROUGH AN INTERLOCAL AGREEMENT WITH THE HOUSTON/GALVESTON AREA COUNCIL RECOMMENDATION: City Council to consider approval of a resolution for the purchase of a digital mobile video system for the Police Department through an existing interlocal agreement with the Houston/Galveston Area Council in an amount not to exceed $174,394.00. FUNDING: Funds are available in the lease fund to satisfy necessary debt payment requirements. Account 325-48860-000-0-0007 BACKGROUND: This procurement will be made in accordance with Texas Local Government Code, Chapter 271.102 which authorizes political subdivisions to contract with each other for governmental functions such as the purchase of goods and/or services. A local government that purchases goods or services under this subchapter satisfies any State law relative to the competitive bidding statutes. The purpose of this resolution is to approve the purchase of twenty-seven digital mobile video systems for use in patrol vehicles. This new digital system will replace the old analog system currently in use. Mobile video systems are required as a part of the State's racial profiling law. These systems are used to record every traffic stop conducted by an officer and other incidents where an officer wants to record at least the conversation he is having with an individual. The recordings are then used to investigate complaints against officers and they are randomly checked by a supervisor to ensure the department is adhering to the racial profiling statute. Staff in Technical Services reviewed a number of systems and requested preliminary pricing for several systems. One system from Northland Security/Mobile Eye presented the lowest cost at a total of $165,979.10 but could not provide local representation for service. If a system failed, Staff would be required to send the equipment in for repair, leaving a patrol car unusable while the video system is being repaired. Kustom Signals presented the next lowest cost at $174,394.00 through their contract with the Houston- Galveston Area Council. The system they presented meets all of the requirements needed and has local representation. Staff believes that purchasing the mobile video systems from Kustom Signals through HGAC would be highly beneficial to the City and recommends approval. M RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNATE TO PURCHASE 27 DIGITAL MOBILE VIDEO SYSTEMS THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT WITH THE HOLISTON/GALVESTON AREA COUNCIL AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, the Houston/Galveston Area Council is a qualified entity as authorized by Section 271.101 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has an established Interlocal Agreement with the Houston/Galveston Area Council and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Houston/Galveston Area Council has established a contract with Kustom Signals, Inc. for the following: Qty. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of the digital mobile video systems from Kustorn Signals, Inc. for a total cost not to exceed $174,394.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said digital mobile video systems. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 19th day of April, 2005.
